North Interceptor Sewer Line Project Update – March 02 , 2021

Thank you for your interest in the North Interceptor Sewer Line Project. The North Interceptor Sewer Line is a large diameter sewer transmission line that allows the City to decommission pump stations and increase sewer capacity as part of the Community-supported Growth Plan.

The project is broken up into three distinct Phases:

Phase I: Complete 

Phase II: June 2020–Spring 2022, Pioneer Loop through Juniper Ridge to Clausen Road just west of Highway 97.

Phase III: TBD, Clausen Road to O.B. Riley Road.

Phase I

Phase I was completed on schedule in December 2020.

Phase II, Segment 1 (Pioneer Loop and Margaret Lane)

Construction is progressing in Phase II, Segment 1. Crews will install concrete headwalls for the Central Oregon Irrigation District laterals and will complete hydroseeding work. Pavement restoration along Deschutes Market Road is scheduled for spring 2021. It will include approximately 175 feet of asphalt restoration just north of Margaret Lane. Work will be completed at night to minimize traffic impacts. Additional details will be shared closer to the paving timeframe.

Phase II, Segment 2 (City-Owned Juniper Ridge Property)

Construction is ongoing in Phase II, Segment 2. This area remains closed to all unauthorized personnel until the completion of construction. Drilling and blasting operations continue ahead of the open-trench pipe installation for the 8,845-foot segment through the Juniper Ridge Property towards the BNSF trenchless crossing. Restoration of the work area will begin on the Juniper Ridge Property west of the Central Oregon Irrigation District pipeline. 

Phase II, Segment 3 (BNSF railroad, adjacent to and across HWY 97 to Clausen Road)

In preparation for the OR 97 trenchless crossing beginning this month, crews will set up traffic control and establish access to sanitary manholes west of OR 97. Rock hammering will continue, and work crews will set up the receiving shaft west of OR 97 and begin the OR 97 trenchless crossing. Parking will be restricted along Clausen Road from Grandview Drive to the construction site. Work will continue through the fall of 2021.
