North Interceptor Sewer Line Project Update – October 7, 2021
Thank you for your interest in the North Interceptor Sewer Line Project. The North Interceptor Sewer Line is a large diameter sewer transmission line that allows the City to decommission pump stations and increase sewer capacity as part of the Community-supported Growth Plan.
The project is broken up into three distinct Phases:
Phase I: Complete
Phase II: June 2020 – Winter 2021/2022, Pioneer Loop through Juniper Ridge to Clausen Road just west of HWY 97.
Phase III: TBD, Clausen Road to O.B. Riley Road.

Phase I
Phase I was completed on schedule in December 2020.
Phase II – Segment 1 (Pioneer Loop and Margaret Lane)
Phase II – Segment 1 was completed in April 2021. Native seed has been applied to disturbed areas as part of restoration activities.
Phase II – Segment 2 (City-owned Juniper Ridge Property)
The pipe installation is complete. Restoration of the work area has been ongoing in the Juniper Ridge Property east of the Central Oregon Irrigation District pipeline. Rock crushing operations will continue. This area remains closed to all unauthorized personnel until the completion of construction.

Phase II – Segment 3 (BNSF railroad, adjacent to and across HWY 97 to Clausen Road)
Drilling and blasting operations are complete. Crews successfully blasted through 14,277 linear feet through a total of 106 blasts! Pipe installation continues along the eastern shoulder of HWY 97 with a pedestrian access route along the work zone. Construction zone details in this area are outlined below:
- Day work continues between Cooley Rd and Tumalo Road for pipe installation. Shoulder closure with speed reduction to 45 MPH through the construction zone.
- Night work between Cooley Road and Tumalo Road for pipe installation. Single-lane (NB) closure from 7:00 PM – 6:00 PM with speed reduction to 45 MPH. (anticipated 9/22/20 – 10/8/21)
Work on Hunter Circle and Ranch Village Drive is complete and accomplished the installation of the North Pointe pump station sewer lateral and Phoenix pump station work, respectively. Restoration activities will begin on the east side of HWY 97, and pipe installation will continue on the west side of HWY 97 on easements within private property.
Please be aware of construction activities and drive carefully through the work zone.
