Olney Avenue Weekly Construction Update – March 13, 2025

CONSTRUCTION UPDATE: March 10 – March 14 

Work Area 1: Portland Ave/Olney Ave from the river to NE First Street

Crews are installing the new 18” waterline on Portland Ave through the Wall Street/Olney Ave intersection. Temporary water bypasses are being utilized to ensure businesses have water throughout construction. On the NE corner of Wall Street /Olney AveStreet, new stormwater system improvements were installed. Utilities relocation work will continue. Excavation work will continue along Olney Ave, between Wall Street and 1st Street. Preparation for the waterline boring under the railroad begins in mid-March. 

This intersection of Wall Street/Olney Ave is anticipated to remain closed through May 2025.

Work Area 2: NE First Street/Olney Ave Intersection to the east side of NE Second Street/Olney Avenue

Crews have begun to install the sewer bypass in preparation of installing the new sewer line and connecting manholes.

Work Area 3: SecondStreet/Olney Avenue Intersection

Crews finished the first phase of the sewer line installation at the intersection of Second Street/Olney Ave. A sewer bypass was utilized to ensure no disruption of sewer service.

ACCESS UPDATES

  • Second Street Intersection is open
  • Olney Ave between Second Street through NE First Street will be closed for sewer improvements for 5 weeks beginning March 13, 2025. Businesses should utilize driveway accesses onNE First and Second Street.
  • Portland Avenue between Steidl Rd and Wall Street will be closed to all vehicles March 17 and will be closed for one month through April 18. All business, resident, tenant, and delivery access needs to utilize Vermont Pl.
  • A pedestrian and bicycle temporary access route for the Deschutes Rail Trail crossing is being routed around project work to a temporary crossing at Steidl. Rd.
  • For additional vehicle, pedestrian, and bicycle detour information, please reference this detour  map.
  • EMS, buses and other delivery/service providers have been included on this distribution list.

GENERAL PROJECT NOTES

  • Access to all businesses along the construction area will be maintained.
  • Please do not enter the construction zone before, during, or after hours. Stay far away from active construction areas and equipment. This means open trenches, heavy equipment and other hazards throughout the work zone, so be extra cautious near the area.
  • Daytime work hours are in effect from 7 a.m. – 6 p.m.
  • Noise, vibration and dust during regular working hours.
