Old Bend Parking District
The Old Bend Parking District was created to bridge the gap between parking availability and demand, increase neighborhood livability and safety, and efficiently manage parking. The Parking Benefit Districts is overseen by a committee composed of neighbors living in the geographic boundaries of the parking district.
People living the Parking District who own a car that they need to park on the street purchase an annual parking permit to utilize street parking in their neighborhood.
Old Bend Neighborhood
Located in the heart of the city, the Old Bend Neighborhood includes downtown Bend, residential neighborhoods, and is approximately 1 square mile. Old Bend is bordered to the west by the Deschutes River; to the north by Drake Park, Mirror Pond, and Franklin Avenue; to the east by Highway 97; and to the south by Arizona Avenue.
Parking District Background
- The Old Bend Parking District launched as a pilot program in December 2020.
- The Parking District was made a permanent parking district b City Council in December 2021.
- City Council requested that parking rules and strategies will be reviewed to ensure that applied rules are equitable to all users and include additional time-limited areas for more access to parking for people not living in the parking district.
Parking Regulations
Within the Old Bend Parking District, parking is allowed for all motor vehicles (cars, trucks, SUVs, motorcycles, and RVs) under the following conditions:
- With a valid parking permit.
- Without a valid permit consistent with posted time limits.
What Parking Permits are available?
- Residential Permits
- Any person who resides in the Parking District or owns a vehicle registered at a residential address in the Parking District may submit an application for one residential parking permit for each vehicle owned or leased.
- $25 annual fee.
- Business Permits
- Any person who owns or is employed by a business in the Parking District may apply for one business parking permit for each vehicle owned or leased.
- $5 monthly (In-District employer).
- Short-Term Rental Permits
- Owners or managers of short-term rentals (“STR”) within the Parking District may apply for a parking permit based on the maximum STR occupancy provided for in the STR licenses as follows: (1) for maximum STR occupancy up to and including four persons, one STR permit; (2) for maximum STR occupancy at or above five persons, two STR permits.
- $150 annual fee per permit.
- Construction/Business Services
- Construction and other businesses servicing residences or businesses within the Parking District may apply and pay for up to one construction or business service parking permit per vehicle used to provide services within the Parking District.

All parking permits in the Parking District are virtual. The License plates of vehicles registered under any permit function as the parking permits.
Visitor Pass Program
- One-day passes are $5 each per vehicle.
- Two-week passes are $25 per vehicle.
Special Event Parking
During certain special events (e.g. Munch N Music) a $5 flat fee applies for parking in time-limited areas. Signage posted will inform parkers when this fee is in effect.

Your friends can always try to appeal a parking citation at http://bendcitations.rmcpay.com . If a driver is used to park in a certain area, they often do not pay attention to new signs that have been posted. Please kindly remind them to look around.
Your friends and family can park in front of your house with a visitor pass. You can activate your visitor pass online in the permit portal at http://bendpermits.rmcpay.com. You can also request a hard copy visitor pass at the parking management office. Email us at parking@bendoregon.gov or call 541.317.2805.
Visitor Passes are also available in person at the Diamond Parking Office, 841 NW Bond St #7, Bend, OR 97701.
Home repair vehicles can get an annual permit, please direct your home repair person to http://bendpermits.rmcpay.com or have them contact the parking management office. Alternatively you can always let them use you visitor pass.
Visitors can utilize the time-limited areas without the need of a visitor pass. In “permit parking only” areas visitors will be given a 2-hour grace period. A Special Event permit for people hosting an event at their house or residence is available for purchase to people living in the parking district via the online permit portal, phone or at the parking office. A special event permit will be issued for the entire street/area of the residence and parking enforcement will not conduct parking compliance checks during the specified time.
