If you’re in the construction or maintenance business—whether it’s electrical, mechanical, plumbing, landscaping, or general contracting—registering with the City of Bend is a key step.
Contractor Registration allows residents and businesses in Bend to easily select your company when submitting applications or permits. To be listed as the contractor of record on your own permit or a customer’s permit, you must be registered in our system. Without this registration, you won’t be able to perform any work associated with the permit. During the registration process, it is necessary to provide your State Contractor Board License number, which is integral to the submission.

1Step: Obtain an Oregon Construction Contractors Board License
- To register as a contractor with the City of Bend, you first need to apply for a license with the Oregon Construction Contractors Board. Visit the Oregon Construction Contractors Board website for more information.
- You will be asked to enter your Construction Contractors Board License number during our application process.
2Step: Submit your Contractor Registration Application
- In the Online Permit Center Portal, under choose the licensing type, select “Contractor Registration.”
- Complete the rest of the form and submit the application.
Qualified Contractor Program
The City of Bend also offers a Qualified Contractor Program. This licensing program serves a vital role in maintaining the integrity of the City’s infrastructure. It is designed to guarantee that any work conducted within the City’s right-of-way, on properties owned or managed by the City, or under agreements such as the Public Facilities Improvement Agreement, is carried out by contractors who meet the qualifications set forth in the Bend Municipal Code.
