Transportation Bond Oversight Committee
The Transportation Bond Oversight Committee (TBOC) advises the Bend City Council and City staff on the implementation of the $190 million voter-approved 2020 transportation general obligation bond.
The TBOC also provides information to the public on the progress of the projects funded by the bond, as well as recommend metrics for prioritizing the projects, recommend project scheduling, and project sequencing.

COUNCIL LIAISON
As outlined in Bend City Code 1.20.130, the TBOC will:
- Advise the City Council and City staff on the implementation and progress of the general obligation bond for transportation infrastructure approved by voters in November 2020 (the Bond), and provide information to the public on the progress of projects funded by the Bond.
- Have an oversight and advisory role to the City Council, and provide information to the public for transparency and accountability, feedback to staff on timing and implementation of projects, and input and recommendations to the City Council.
- Recommend to Council performance metrics for prioritizing Bond projects and evaluating progress. The Oversight Committee will review progress reports and benchmarks provided by staff (cost of projects, type of projects, future planning for projects, which will form the Capital Improvement Project (CIP) lists against these identified performance metrics.
- The Oversight Committee may make recommendations related to proposed schedule sequencing of projects for the life of the projects, and any changes or adjustments in project scheduling or sequencing. The Oversight Committee will not have the authority to change the projects. However, the Oversight Committee may make recommendations for additional projects to future Council(s), consistent with the November 2020 Ballot Measure language.
- The Oversight Committee is expected to meet at least quarterly. Additional meetings may be scheduled at the discretion of the City.

In 2021, the TBOC determined a 5 Year Capital Improvement Projects recommendation for City Council. The project schedule will be updated at least every two years, if not more often, as more information about the projects come to light.

TBOC RECOMMENDATION TO CITY COUNCIL
During its November 9, 2021 meeting, the Transportation Bond Oversight Committee voted to approve the following 5-year Capital Improvement Plan recommendation. TBOC presented its recommendation to City Council. Council approved a modified version of the first 5-year transportation GO bond project schedule on December 15, 2021.

- How were the bond projects identified?
The 2020 transportation GO bond project list was identified prior to November 2020 by Bend City Council after a two-year community involvement process, including a 25-member Citywide Transportation Advisory Committee that developed a list of critical projects to improve travel safety and traffic flow across the city. - Can the TBOC modify its project schedule recommendations to City Council?
Yes, TBOC will continue working in its oversight and advisory role to the City Council by monitoring the progress and costs of the GO Bond projects and other relevant construction and development activities. If the TBOC deems changes to the schedule are necessary, they can propose recommended changes to City Council. - Will a portion of the bond funds complement other funding sources, such as federal, state, private or utilities?
A portion of the bond proceeds will be used as matching funds for local projects led by the state: for example, along the U.S. 97/Parkway. In some instances, the City can also use bond funds for partnership projects with other agencies, such as ODOT, Cascades East Transit and private developers.When possible, GO Bond projects will also be constructed in collaboration with other capital improvement projects that have different sources of funding to increase efficiencies and save on overall costs.
- When will the projects be constructed? Will the City be able to complete all of these projects?
Work on the bond-funded projects will begin in 2021. Most of the projects will be completed in approximately 10 years, and some neighborhood and proposed intersection projects will start in the first year with design. The City Council chose projects that could be completed within this time period. - Have more questions?
