Awbrey Waterline Improvements Project Update – July 12, 2024
The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.
Project Update – Detour Begins July 22
PHASE 2
Phase 2 work began in January and includes subprojects 2, 7 and 8. Each subproject has specific construction details and traffic changes outlined below. The schedule is subject to weather conditions.
Construction will occur within the Public Right of Way and will entail trenching, rock excavation, installation of pipes, fittings, valves, water meters, and surface restoration. Before construction activities begin in your neighborhood, residents will receive a notification providing specific information regarding construction impacts. Please be advised of Franchise Utility relocations taking place ahead of the planned Awbrey Butte Waterline Improvements.
Completed Phase 2 Improvements
Major roadway impacts are now complete! The Mt. Washington and Shevlin Park Road roundabout is open to all traffic, and construction activities along Shevlin Park Road are complete. We appreciate your patience throughout this phase of construction on the Awbrey Butte Waterline Improvement Project providing water distribution system upgrades.
Upcoming Phase 2 Improvements
Ahead of upcoming construction, you may notice various franchise utility relocations to resolve conflicts with upcoming work.
The construction of the waterline is being sequenced over multiple phases to minimize traffic impacts. Work will also include stormwater improvements adjacent to the waterline installation.
Crews will return periodically for the installation of additional pipes and for asphalt and concrete restoration work through Spring 2025. A majority of the work is required to be constructed during the time of year when water demand is reduced (winter seasons).
During upcoming improvements in Subprojects 7 and 8, traffic will be limited to local access only, overseen by flaggers. Closures will occur one block at a time to minimize disruption, while maintaining local and emergency vehicle access. Please see detailed detours below.

Mid-January 2024 – Spring 2025
New Awbrey Transmission
Subproject 8 is progressing to the next segment, which involves installing 8-inch and 30-inch waterline pipes, as well as stormwater facilities and stormwater trunk main. This work is taking place along Saginaw Avenue, Juniper Street, Trenton Avenue, 12th Street, and into Hillside Park (see map above).

Summer 2024-Fall 2024
Awbrey Butte Pipe Distribution Improvements
Upsize 1,260 feet of existing 6-inch pipe to 8-inch pipe along NW Trenton Avenue between NW Juniper Street and NW 12th Street.

What to Expect During Phase 2 Construction
We’re committed to limiting construction impacts to neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.
Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). Before starting any work involving crossing driveways, coordination with residents will take place. Emergency Medical Services, mail, garbage and delivery services will have continued access.
If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site and will attempt to notify you.
