The City of Bend is committed to keeping our community safe through thoughtful planning and strong partnerships. Our Emergency Operations Plan outlines how we respond to all types of emergencies, using proven systems to coordinate efforts across local, state, and federal levels. We also participate in regional plans like the Natural Hazard Mitigation Plan and the Community Wildfire Protection Plan, which help us reduce risks and prepare for events like wildfires, floods, and other natural hazards. These plans are updated regularly to reflect current needs and ensure we’re ready to protect lives, property, and the environment—together.
Emergency Operations Plan
The City of Bend has a plan to manage all kinds of emergencies. This plan is called the Emergency Operations Plan (EOP). It explains how the city gets ready for emergencies and how it responds when they happen. The main goal is to protect the lives, health, and safety of everyone in Bend.
The City has officially agreed to use the National Incident Management System (NIMS), which includes the Incident Command System (ICS) and the National Response Framework (NRF), to help organize and respond to emergencies.
The current version of the Base Plan was newly updated in 2025. This plan lays out how the city’s emergency teams are organized and how they work together. It also helps make sure that Bend can work smoothly with county, state, and federal emergency teams when needed.
Along with the Base Plan, there are special sections called Functional Annexes. These give more details about how the city handles specific types of emergencies and how it recovers afterward. The city reviews and updates these parts of the plan every three years to keep everything current and ready.
Natural Hazard Mitigation Plan
While we can’t always know exactly when a natural disaster will happen or how serious it will be, we can take steps to be ready. By working together—public agencies, local businesses, and community members—we can help make Bend a stronger, safer place to live.
The Natural Hazard Mitigation Plan (NHMP) is all about reducing the harm that disasters can cause. This includes protecting people, homes, and the environment before, during, and after an emergency. Bend is part of a larger plan led by Deschutes County that looks at the risks we face and outlines actions we can take to be better prepared.
This plan helps our community become more resilient by identifying ways to lower the impact of natural hazards. It’s reviewed and updated every five years to make sure it stays useful and reflects the current needs of our area.
Community Wildfire Protection Plan
Wildfires are a serious concern in areas where homes and neighborhoods are close to forests and wildlands. This area is called the wildland-urban interface (WUI). The Greater Bend Community Wildfire Protection Plan (CWPP) was created to help protect people, property, and natural spaces in these high-risk zones.
This plan was developed through strong community teamwork, including local residents, city and state agencies, and wildfire experts. It focuses on identifying the biggest wildfire risks and finding smart ways to reduce them. The plan includes community priorities like safe evacuation routes, public education, and managing vegetation that could fuel a fire.
By working together, we can make Bend safer and more prepared for wildfire season. The plan is reviewed and updated every five years to make sure it stays current and useful for everyone involved.
