The SE Bend Septic to Sewer Project & Advisory Committee is no longer active

The Septic to Sewer Advisory Committee presented their recommendations to the Bend City Council on July 12, 2018.  The City Council Adopted the Citywide Septic to Sewer Conversion Program on December 19, 2018. The Conversion Program went into effect on February 1, 2019.

The project study area is the neighborhood bounded by Reed Market Road to the north, 15th Street to the east, Ferguson Road to the south, and generally west of the COID irrigation canal (see Area Map above). The City may use the strategies and policies developed from this project to assist in transitioning other areas of the City from septic systems to sewer.

The City contracted with a team of engineering, financial and public involvement experts led by the engineering / project management firm, DOWL, to develop a design for the sewer as well as the financial strategy and to lead the public involvement process.

The project focuses on two goals:

  1. Design a sewer system to serve the area
  2. Develop a financing strategy to help homeowners transition from septic to sewer.

A 12-member Citizen Advisory Committee, which met monthly over the course of the project, developed project policy and financial strategies. This group adopted recommendations to City Council on July 12, 2018.  Council is considering these recommendations during fall/winter 2018.
