Residential Rebates
Exciting news for City of Bend water services customers living in single-family homes, duplexes, triplexes, and quadplexes! You are eligible for rebates on various indoor and outdoor devices.
You can help sustain our water sources by making conservation an everyday routine. When selecting your devices, opt for those that are highly efficient and have a WaterSense and Energy Star label to maximize your water and energy savings.
How to Apply
- Check Eligibility: Confirm you are a current City of Bend Water Services customer and review the retrofit requirements.
- Purchase and Install: Buy and set up the qualifying devices.
- Submit Your Application: Complete the rebate application through WaterSmart within 90 days of buying the device.
- You’ll need to provide documentation, including an itemized receipt, a photo of the device model, and proof of installation for indoor rebates.
- For outdoor rebates, provide an itemized receipt or invoice with the model number and purchase date, and schedule post-installation inspections by October 15.
- Get Approval: Wait for your application to be approved. Remember, incomplete or unsigned applications can’t be processed.
- Schedule Inspection (Outdoor Only): Use the link in the confirmation email to schedule a post-installation inspection.
- Attend Inspection (Outdoor Only): Attend the inspection to verify rebate requirements and get final approval. If requirements aren’t met, the rebate may not be approved.
- Receive Your Rebate: Once approved, the rebate will be processed through Water Services Billing as a credit on your City of Bend water bill. Please allow 60 days between final approval and the billing credit.

How to Locate Your Rebate Adjustment on Your Water Services Bill
Qualifying rebates will be credited to your water services account holder’s utility bill. You can find this in the “adjustments” section at the top left corner of your bill. The rebate adjustment will be combined with any remaining balance forward and credited to your current bill.

Applicant Eligibility
- Eligible rebate devices must replace an existing device (i.e., retrofit); rebates cannot be applied to new construction.
- Property must receive water service from the City of Bend; sewer-only customers are not eligible.
- If the property is owned by someone other than the water account holder, approval should be sought prior to any retrofits.
- The account address must be a Single-Family Residential customer or a Multi-Family Residential customer with four or less units.
- Applications must be submitted by the water account holder and water account must be in good standing. Products must be installed at the location of the water account listed on the application.
- Applicant must submit a complete application including all supporting documents; incomplete, incorrect, or unsigned applications cannot be processed.
- The qualifying appliances must remain at the installation site for a minimum of 3+ years after installation.
- The application must be submitted within 90 days of purchase.
- Appliances must be purchased new and fully functional; recycled or second-hand products do not qualify for a rebate.
- Qualifying applicants may submit one application per product type per year.
- We reserve the right to request proof of installation through photo submission on application before rebate is paid, and, if necessary, to recover rebated amounts on water bill for any products not installed as required.
- The applicant must provide photo documentation of the newly installed device.
- Applications must include proof of purchase receipt from a retailer or contractor that specifies the purchase date, purchase price, manufacturer, and model number.
- Rebates cover the cost of qualifying products, excluding tax, delivery, and labor; the total rebate cannot exceed the product purchase amount.
- After application approval, the rebate will be processed through Utility Billing and applied to the water billing account; allow 60 days between final approval and utility billing credit.
- Rebates are offered on a first-come, first-served basis and are subject to availability of funds.
- Customers are responsible for complying with all applicable codes and regulations.
- Eligible rebate devices must replace an existing device (i.e., retrofit); rebates cannot be applied to new construction.
- Property must receive water service from The City of Bend; sewer-only customers are not eligible.
- Projects must have application received, products installed, and inspections completed within the program timeline of April 1 to October 31.
- If the property is owned by someone other than the water account holder, approval should be sought prior to any retrofits.
- The account address must be a Single-Family Residential customer or a Multi-Family Residential customer with four or less units.
- Applicants must be submitted by the water account holder and the water account must be in good standing. Products must be installed at the location of the water account listed on the application.
- The sprinkler system to be retrofitted must be in good working order (i.e., free from leaks and malfunctions).
- Sprinkler systems must have a properly installed, functioning backflow prevention device.
- The application must be submitted within 90 days of purchase.
- All sprinkler system products must be purchased new and fully functional; recycled or second-hand products do not qualify for a rebate.
- Applicant must submit a complete application including all supporting documents; incomplete, incorrect, or unsigned applications cannot be processed.
- Once qualifying devices are installed, the system must not produce run-off, over-spray, or misting in accordance with Bend Municipal Code 14.20.030.
- High-efficiency products may not be rebated to replace previously retrofitted and rebated high-efficiency products.
- Qualifying applicants may submit one application per product type per year.
- We reserve the right to request proof of installation through photo submission on application before rebate is paid, and, if necessary, to recover rebated amounts on water bill for any products not installed as required.
- Applicant must provide photo documentation of the newly installed device.
- Applications must include proof of purchase receipt from a retailer or plumbing company that specifies the purchase date, purchase price, manufacturer, and model number.
- Rebates cover the cost of qualifying products, excluding tax, delivery, and labor; the total rebate cannot exceed the product purchase amount.
- Outdoor rebates are subject to a Post-Installation Inspection which will be scheduled by the applicant after application submission and review.
- After application approval, the rebate will be processed through Utility Billing and applied to the water billing account; allow 60 days between final approval and utility billing credit.
- Rebates are offered on a first-come, first-served basis and are subject to availability of funds.
- Customers are responsible for complying with all applicable codes and regulations.
