North Interceptor Sewer Line Project Update – July 17, 2020
Thank you for your interest in the North Interceptor Sewer Line Project.
Construction of Phase II of the North Interceptor Sewer Line Project is underway. Current and upcoming activities for Segment 1, Pioneer Loop to City-owned Juniper Ridge property, include:
- Clearing and removing existing vegetation
- Drilling in preparation for excavation via blasting
- Performing blasting
- Excavating
- Beginning pipe installation
Crews are currently staging detour signs for the closure of Pioneer Loop. You may notice flaggers controlling traffic between now and the full closure. This allows us to begin work ahead of the full closure and minimize full closure duration to the extent possible. We know the detour is of significant impact to the residents along Pioneer Loop.
The full closure of Pioneer Loop is scheduled to begin on July 23, 2020, and last through late September 2020
Access will always be provided to properties located adjacent to the closure. Please see the detour map below for details on the Pioneer Loop closure detour.
We understand the impacts of construction and appreciate your patience and support while we complete this important infrastructure project.
What to expect during construction:
- Scheduled work hours are Monday-Friday from 7 a.m. – 6 p.m. with the possibility of extended hours and days depending on work requirements.
- Work will include, but is not limited to, traffic control, erosion control, clearing and removing vegetation from the work zone, drilling and blasting, rock excavation, on-site material processing, installation of sewer pipe, and surface restoration.
- Access to private property will be maintained at all times.
- A detour route will direct residents to Pioneer Loop via Deschutes Market Road for a portion of time during construction. The contractor will coordinate with property owners directly to provide access to properties adjacent to the closure, as needed.
- Blasting notices for affected private properties will be distributed at least 48 hours prior to blasting. All property owners with structures within 300 feet of the blasting area will be contacted directly by the contractor. Pre-construction and post-construction surveys will be completed by the contractor to ensure no damage to any private property. When contacted, please work with our contractor to gain access to your property so that this survey may be completed in the best way possible. More information is available upon request and will be provided to affected property owners.
Safety is our utmost priority. During blasting activities, please stay clear of the construction area and respect all project boundaries and construction personnel. What you can expect during blasting activities:
- Air horns leading up to the blast
- Sounds and/or light ground vibration during the blast
- Dust in the air that will dissipate quickly after the blast
- Faint smell of explosive material that will dissipate quickly after the blast
