Olney Improvements Project Update – July 15, 2025

CONSTRUCTION UPDATE: July 14 – August 8 

NW WALL STREET/NE OLNEY AVENUE INTERSECTION  

The intersection of NW Wall Street and NE Olney Avenue is open to traffic from three directions. Landscaping crews are wrapping up plantings and other final improvements along NW Portland Ave. 

ACTIVE WORK ZONE: NW WALL STREET/NE OLNEY AVENUE TO NE SECOND STREET/NE OLNEY AVENUE 

Concrete crews have poured the bike lane curb and sidewalk in front of the retaining wall on NE Olney Avenue east of NW Wall Street.  

Multiple drywells along NE Olney Avenue have been installed.  Drywells at the intersection of NE Olney Avenue and NE Second Street and NE Olney Avenue and NE First Street have not yet been installed. 

The new water line is installed between NE Second Street and NE First Street. The new lateral service water lines, that will connect to businesses, are planned to be connected in the next few weeks. No water shut off is anticipated to be needed at this time for business connections to the new water system. 

The sewer boring under the railroad has resumed. To address the loose soil under the railroad, grouting is being utilized to stabilize and solidify the soil. 

The new sewer line is beginning to be installed under the US 97 overpass in preparation to connect with the sewer line under the railroad. 

ACCESS UPDATES

  • The NE Olney Avenue/NE Second Street Intersection is open
  • All businesses remain open and can be accessed by driveways on NE First Street and NE Second Street.
  • For additional vehicle, pedestrian, and bicycle detour information, reference the revised detour map.
  • EMS, buses and other delivery/service providers have been included on this distribution list.
  • NE Olney Avenue (between NW Wall Street and NE Second Street) will remain closed through Fall 2025 as water, sewer and roadway improvement work continues.

GENERAL PROJECT NOTES

  • Access to all businesses along the construction area is maintained. All businesses are open.
  • Please do not enter the closed construction zone before, during, or after hours. Stay far away from closed construction areas and equipment. There are open trenches, heavy equipment and other hazards throughout the closed work zone.
  • Daytime work hours are in effect from 7 a.m. – 6 p.m.
  • Noise, vibration and dust during regular working hours.
