Awbrey Butte Waterline Improvement Project
The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.
We appreciate your patience during Phase 2 of the Awbrey Butte Waterline Improvement Project as we work to upgrade the water distribution system.
Project Update
PHASE 2
Phase 2 work began in January and includes subprojects 8, 7, and 2. Each subproject has specific construction details and traffic changes outlined below. The schedule is subject to weather conditions.
Construction will occur within the Public Right of Way and will entail trenching, rock excavation, installation of pipes, fittings, valves, water meters, and surface restoration. Before construction activities begin in your neighborhood, residents will receive a notification providing specific information regarding construction impacts.
If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site and will attempt to notify you.

Phase 2 Improvements
SUBPROJECT 8 DETOUR:12TH STREET CLOSURE
Full road closure the first week of October

SUBPROJECT 8
Subproject 8 is making steady progress towards 12th Street, with the continued installation of 30-inch pipe. During the first week of October, water main construction will require a full 24-hour closure of 12th Street between Vicksburg Avenue and Trenton Avenue. Please follow the posted construction and detour signs. Ninth Street and 12th Street will be open to local traffic and emergency vehicles only. City of Bend pavement crews have begun pavement preservation along 12th Street and will complete the preservation during night work after the waterline construction is complete.
Following the crossing of 12th Street, crews will continue work into Hillside Park to the Awbrey Butte Reservoir and Pump Station through Spring 2025. The park will remain open, but certain areas will be restricted during construction. For your safety and the safety of your pets, please avoid entering the construction zone while crews are working in Hillside Park.
SUBPROJECT 7
Subproject 7 is progressing as scheduled and on track to be completed this month. This work involves upsizing 1,260 feet of existing 6-inch pipe to 8-inch pipe along NW Trenton Avenue between NW Juniper Street and NW 12th Street.
Ahead of upcoming construction, you may notice various franchise utility relocations to resolve conflicts with upcoming work.
Crews will return periodically for the installation of additional pipes and for asphalt and concrete restoration work through Spring 2025.
SUBPROJECT 2
Subproject 2 is defined by 3 stages as shown below. Stage 1 consisted of waterline improvements on the Portland Avenue Bridge and concluded in March 2024. Starting in mid-September, franchise utility work will take place over the course of approximately two months, with flagging in place. Stage 2 and 3 waterline work is scheduled to begin in November.

Coffee with the Contractor for the Portland Avenue Improvements will be held in early October. This is a great opportunity to ask questions, learn more about the project, and connect with the team. Additional details will be provided in the coming weeks.
What to Expect During Phase 2 Construction
We’re committed to limiting construction impacts to neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.
Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). Before starting any work involving crossing driveways, coordination with residents will take place. Emergency Medical Services, mail, garbage, and delivery services will have continued access.
