Second Street “Complete Street” Modernization – Now Open

The City of Bend and the Bend Urban Renewal Agency will be celebrating the completion of the Second Street project, a Core Area Tax Increment Financing project that signals an urban renewal milestone. Redeveloping and invigorating the Core Area will help achieve the vision of being a place where people can live, work and play. The family-friendly celebration kicks off at 4:15 p.m. with remarks from elected leaders, an opportunity to learn more about the projects and enjoy a delightful, no-host beverage-or-food evening and support local businesses.

A few remaining project items are scheduled for completion during the first weeks in June, such as planting the landscaped areas, connecting the lights at intersections and adding some final paint. No lane closures will be necessary for these activities.

The newly improved Second Street will now provide:  

  • A desirable streetscape that creates a welcoming, safer and more vibrant space for businesses and visitors.
  • Full sidewalks on both sides of the street will allow safer walking, including for those accessing the businesses.  
  • A safer, calmer alternative to Third Street for people riding bikes. 
  • Intersection curb extensions to increase pedestrian visibility and safety.
  • Street trees and new landscaping.

Franklin Avenue Design 

More information will be coming this summer on final decisions for the design of Franklin Avenue. Construction will be completed in two separate phases to minimize traffic disruption. Construction on the eastern portion of Franklin that is part of the Bend Bikeway, Fourth Street to Eighth Street, is expected to begin in Fall/Winter 2025. Once that is complete, work will extend west to Third Street and beyond. Construction will not be scheduled until work on Olney Avenue is complete and that detour has been removed. Dates are estimates and subject to change.


Greenwood Avenue Quick-Build

We have heard that a lot of travelers have been impacted by increased congestion on this stretch of Greenwood. In June, we will collect more data, and then likely again in October, after Olney has fully re-opened, to see how things are after normal routes can resume.
 
This is a pilot project to evaluate the performance of a 3-lane roadway and no decision has yet been made regarding the future configuration. While congestion has been negatively impacted, we are seeing positive trends with fewer vehicle crashes, increases in bicycle usage, and slower vehicle speeds even outside of congested peak periods.
 
We understand how frustrating it can be to sit in traffic. Thank you for your patience as we create streets that are safer for everyone. 

Hawthorne Overcrossing

The design of the new bicycle and pedestrian bridge connecting Hawthorne Avenue over the railroad tracks and Parkway is currently in contracting through the Oregon Department of Transportation. We expect the design work to begin soon and will let you know when public participation is underway and where to sign-up to stay up to date. 


The Midtown Crossings Project is improving east-west travel between downtown and the Central District and includes improvements to four key connections in the area: Greenwood Avenue, Hawthorne Avenue, Franklin Avenue, and Second Street.
