North Interceptor Sewer Line Project Update – November 05 , 2020
Thank you for your interest in the North Interceptor Sewer Line Project. The North Interceptor Sewer Line is a large diameter sewer transmission line that allows the City to decommission pump stations and increase sewer capacity as part of the Community-supported Growth Plan.
The project is broken up into three distinct Phases:
- Phase I: Summer 2019 – December 2020, begins at the City’s Water Reclamation Facility and extends to Pioneer Loop.
- Phase II: June 2020 – Spring 2022, Pioneer Loop through Juniper Ridge to Clausen Road just west of Highway 97.
- Phase III: TBD, Clausen Road to O.B. Riley Road.

Phase I construction is progressing and is on schedule to be completed by December 2020. The remaining work is predominately on City property at the Water Reclamation Facility. Revegetation of private property along Gentry Loop will take place in November.
Construction is currently ongoing for Phase II – Segment 1 (Pioneer Loop and Margaret Lane).
Beginning November 9th for an approximate one-week duration, Deschutes Market Road will be reduced to a single lane using a single traffic signal as crews install pipe across the road. Nightwork may be required on Deschutes Market Road between 7 p.m. to 6 a.m. Final roadwork restoration work and paving within the Pioneer Loop area will occur once the pipe is installed and backfilled across Deschutes Market Road. Paving is expected to be completed before Thanksgiving, weather permitting. Please note this work may require intermittent closures.
Construction is also ongoing for Phase II – Segment 2 (City-owned Juniper Ridge Property).
Crews continue to drill and blast along the pipe alignment. Boring equipment will be mobilized to begin work in December on the Central Oregon Irrigation District trenchless crossing. This area remains closed to all unauthorized personnel until completion of construction.

Construction of Phase II – Segment 3 (BNSF railroad, adjacent to and across HWY 97 to Clausen Road) has begun.
Phase II – Segment 3 work includes construction along Highway 97. Crews will begin clearing and grubbing the work area west of the BNSF Railway tracks. Once the area is cleared, crews will drill and blast the BNSF Railway trenchless crossing and begin drilling and blasting from BNSF Railway tracks to HWY 97. Lane restrictions may be in effect during this time for the safety of both the traveling public and the construction workers. Nightwork will be required along HWY 97 from 7 p.m. to 6 a.m. Access to private properties and businesses will be maintained at all times.
