Olney Improvements Project Update -December 2025
PROJECT SCHEDULE UPDATES
- NE Olney Avenue (between NW Wall Street and NE First Street) is anticipated to remain closed through January 2026. On December 4, BNSF Railway began their signal and track improvements at the at-grade railroad crossing on Olney Avenue. BNSF Railway will be working at this crossing through December. Following BNSF’s improvements, the project contractor will work on the roadway’s subgrade, subbase, concrete, and asphalt in the project area surrounding the railroad tracks to prepare to reopen Olney Avenue in late January, weather permitting.
Because final paving, pavement markings, and landscaping require warmer weather, these finishing project touches can’t be completed until spring 2026. In the meantime, the City is coordinating with BNSF Railway to allow a temporary full reopening of the roadway from late January to April 2026 using temporary pavement. An up to two-week full closure is expected in the spring of 2026 to complete final paving and pavement markings.
- NE Olney Avenue (between NE First Street and NE Second Street) is currently anticipated to reopen on the week of December 15.
ACTIVE WORK ZONE: NE Olney Avenue from NW Wall Street to NE Second Street
We’re excited to share that both the new sewer and water line along NE Olney Avenue are now fully installed! This major project milestone follows months of construction work to install both utilities under active railroad tracks.
Crews are continuing to remove old, decommissioned sewer and water lines to make way for the upgraded infrastructure. Crews are finishing all service line connections to the water line. Crews are testing new stormwater drywells and the new stormwater infiltration pond at NE Second Street. Additionally, crews are installing irrigation lines, underground power lines, concrete, pavement markings, street signs, and asphalt.
BNSF Railway crews are continuing to work on signal and track improvements at the railroad crossing.

ACCESS UPDATES
- The NE Olney Avenue/NW Wall Street intersection is open.
- The NE Olney Avenue/NE Second Street and NE Olney Avenue/NE First Street intersections are anticipated to reopen the week of December 15.
- All businesses remain open and can be accessed by driveways on NE First Street and NE Second Street.

GENERAL PROJECT NOTES
- Access to all businesses along the construction area is maintained. All businesses are open.
- Please do not enter the closed construction zone before, during, or after hours. Stay far away from closed construction areas and equipment. There are open trenches, heavy equipment and other hazards throughout the closed work zone.
- Daytime work hours are in effect from 7 a.m. – 6 p.m.
- Noise, vibration and dust during regular working hours.
