Online Payment Help
Get help navigating Invoice Cloud, learn how to manage your Invoice Cloud account, and find instructions for making online payments.
NOTE: Please be aware that the Invoice Cloud site is unavailable between 11:30 p.m. – 12:30 a.m. PST for nightly system maintenance.
The Water Services Billing online payment system, Invoice Cloud, has high security standards to keep customer payment information secure. This may mean that you have to upgrade your browser or enable certain settings to use Invoice Cloud more securely and avoid security warning messages. View a list of common browsers that support Invoice Cloud’s security features and instructions on how to enable them.
Account Help
If you are a new City of Bend customer, you will need to wait until your first bill has been generated before registering in Invoice Cloud. Please contact Water Services Billing Customer Service with any questions.
- Click “Register Now”
- Enter your Account Number as it appears on your most current bill, including the dash between the numbers.
Example: 12345-67890 - Click the green “Search Bills” button.
- Check the “Select” box for the appropriate bill.
You can also click on “View bill” from this screen to see a copy of your bill. - Once the “Select” box is checked, click on the orange “Register Selected bills” link.
- On the screen that follows, enter your email address and create a password.
Passwords must be between 5 and 30 characters long.
- Click on “Sign In”
- Enter in your Email Address and your Invoice Cloud Password, and click “Sign In.”
- Signing into your account brings you to a home screen where you can view and pay bills, see your payment history, set up AutoPay, and change your profile and account information.
Linking Multiple Accounts at Once
To register using these instructions, all accounts must have a balance due on them. If you would like to register an account that does not have a balance due on it, please see the instructions below for “Linking Accounts to an Existing Login”.
- Click the green “Pay Now” button.
- Enter your Account Number as it appears on your bill, including the dash between the numbers. (If you are looking at an older statement, do not include the “UT-” prefix that may appear before your account number.)
Example: 12345-67890 - Select the bill with a balance due, then click the green “+ Add selected invoices to your cart” button.
- From the next screen, click the orange “I want to find more invoices” link.
- Enter the next Account Number, including the dash between the numbers. (If you are looking at an older statement, do not include the “UT-” prefix that may appear before your account number.)
Example: 12345-67890 - Select the bill with the balance due, then click the green “+ Add selected invoices to your cart” button.
- Repeat these steps to add as many accounts as you need to link, then click the orange “I want to Register this Account” link.
- Enter an email address and password that will be used to login and view the linked accounts.
Linking Accounts to an Existing Login
- Make sure you are logged into your account.
- From the “My Profile” menu, select “Manage Accounts”.
- On the “Manage Accounts” screen, click the green “+ Add Account” button in the upper right-hand corner.
- Enter your Account Number as it appears on your bill, including the dash between the numbers. (If you are looking at an older statement, do not include the “UT-” prefix that may appear before your account number.)
Example: 12345-67890 - Click the green “Search” button.
- Check the “Select” box for the account(s) you would like to add.
- Once the “Select” box is checked, click on the green “Add to my profile” button at the bottom.
- You will be returned to the “Manage Accounts” screen and should see the new accounts added your list of accounts.
The newly added accounts will be indicated by a checkmark on the right-hand side of the list.
- Make sure you are logged into your account.
- From the “My Profile” menu, select “Manage Accounts”.
- On the “Manage Accounts” screen you can view your linked accounts and if necessary, remove an account from the group of linked accounts by clicking on “Remove Account”.
- After selecting “Remove Account” you will be presented with the following choices:
- Remove Account from my Accounts – this will remove the selected account from the group of linked accounts. It will not be deleted from Invoice Cloud, but it will be an unregistered account.
- Remove Account and move to New User – this will allow you to set up a new username and password for the account that is being removed.
- Remove Account and move to Existing User – this action will allow you to add this account to an existing registered customer account. You must know the existing username and password of the account that it is being added to.
Payment Help
It may take up to 2 business days for your payment to be applied to your open bill and for your balance to be updated. If you have any questions, please contact Water Services Billing Customer Service.
- If you don’t want to register, you can click “Pay Now.”
- Enter your Account Number as it appears on your bill, including the dash between the numbers. (If you are looking at an older statement, do not include the “UT-” prefix that may appear before your account number.)
Example: 12345-67890 - Click the green “Search Bills” button.
- Check the “Select” box for the appropriate bill.
- Once the “Select” box is checked, click on the “Add selected bills to your cart” link.
You can also click on “View bill” to see a copy of your bill. - Review your cart, then click “Proceed to Checkout.”
- Select the form of payment (Credit Card or Bank Account).
- Select if you’d like to “Pay Full Invoice” or “Pay Other Amount.”
- Click “Continue to Payment Information.”
- If choosing to pay by Credit Card, enter in your card information, then click “Continue to Review Payment.”
- If choosing to pay by Bank Account, enter in your bank information, then click “Continue to Review Payment”.

- If you’re already registered, click on “Sign In.”
- Enter in your Email Address and your Invoice Cloud Password, and click “Sign In.”
- Click on “Pay my bills.”
- Check the “Select” box related to the outstanding bill, then click “Pay Selected.”
- Choose to either “Pay Today” or “Schedule a Payment” for a future date, then click “Proceed to Checkout.”
- Select your payment account (bank account or credit card).
- Select to either “Pay Full Invoice” or “Pay Other Amount,” then click “Continue to Payment Information.”
- Review your Information, and then click “Process Payment”.
- If you’re already registered, sign into your Invoice Cloud account.
If you have not registered for an Invoice Cloud account, you must complete that step first. - Once signed in, click on “AutoPay.”
- To register a bank account or credit card for recurring payments go to “New AutoPay Setup” and add your payment information.
- Select the appropriate Account and Payment Method, click “Yes, put me on AutoPay,” then click “Save this AutoPay Setup.”
Additional Help
Make sure to add no-reply@invoicecloud.net to your “safe sender” list to ensure you receive paperless email notifications from Invoice Cloud. See the help documentation provided by your email provider for instructions on how to do this.
- Click on “Sign In” (or click “Register Now” if this is your first time in the system).
- Enter in your Email Address and your Invoice Cloud Password, and click “Sign In.”
- Once signed in, click on “Paperless.”
- Click on “Yes” below the green leaf, then click on “Save my changes.”
- You will receive an email asking you to confirm and complete your paperless billing registration.
- Click on “Complete Registration.”
- Once you complete registration, you will receive a second email confirming you’ve successfully completed the registration process.
