Franklin Avenue Safety Improvements is part of the Midtown Crossing Project, which will improve east-west travel between downtown and the Central District and includes improvements to four key connectors in the area:

- Greenwood Avenue: Corridor and undercrossing quick-build improvements and long-term planning
- Second Street: Streetscape and stormwater improvements
- Hawthorne Overcrossing: Preliminary design for a new pedestrian and bicycle bridge
- Franklin Avenue: Corridor and undercrossing improvements
