Awbrey Butte Waterline Improvement Project Update – December 21, 2023

The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline. 

PROJECT UPDATE – December 2023

Phase 1

Construction of Phase 1 improvements began in early June and is expected to be completed in March 2024. This phase includes three subprojects that are being constructed in stages to minimize traffic impacts.

Subproject 1 (Awbrey Road Waterline) work was completed on schedule in October. Subproject 4 (Awbrey Reservoir Outlet Transmission Upsize) and Subproject 5 (NW Ninth Street Waterline) improvements are underway.
Construction activities taking place over the next month for Subprojects 4 and 5 include:

  • Excavation and installation of 24-inch water main on Ninth Street north of Portland Avenue toward the Awbrey Reservoir Yard.
  • Temporary trench patching of the road (Crews will return in early Spring of 2024 to resurface the full northbound lane of NW 9th Street).
  • Excavation and installation for (2) drywells on NW Ninth Street between NW Trenton and Saginaw Avenue.

The accompanying traffic control for this work includes:

  • Single lane closure on NW Ninth Street regulated by flaggers. Drivers should anticipate delays.
  • Starting as early as January 2, 2024, there will be a two-week full road closure on NW Ninth Street between NW Trenton and Roanoke Avenue with a detour on NW 10th Street. Drivers are encouraged to take an alternate route.

**Note that NW Ninth Street will be open to regular traffic the week of December 25 as construction crews will take this week off for the holidays**

PHASE 2: Upcoming Improvements 

Phase 2 waterline and sewer main construction work will begin mid-January in Shevlin Park Road and in Portland Avenue. Work will take place within the Public Right of Way and includes trenched construction with rock excavation, pipe, fittings, valves, water meters, and surface restoration. In advance of construction activities in your neighborhood, residents will receive a more detailed notification with specific information regarding construction impacts. You are invited to an informational meeting on January 9 to learn about the upcoming construction of Phase 2 for the Awbrey Butte Waterline Improvement Project. Phase 2 improvements will begin mid-January and be constructed in stages through the spring of 2025 to minimize traffic impacts. PHASE 2 CONSTRUCTION: JANUARY 2024-SPRING 2025 includes subprojects 8, 7 and 2

Selective stormwater improvements and a portion of the voter-approved 2020 Transportation GO Bond Portland Avenue improvements are being constructed as part of the Awbrey Butte Waterline Improvement Project to take advantage of synergy opportunities. 

What to Expect During Phase 2 Construction

SUBPROJECT 8: Awbrey Transmission – Mid-January 2024 through May 2025 

Subproject 8 improvements will be implemented in multiple phases to minimize traffic impacts. The first phase will take place on Shevlin Park Road. Water and sewer main construction will require a single-lane closure of Shevlin Park Road. Traffic will be detoured via 14th Street. The direction of detoured traffic will switch as construction progresses. Expect periodic closures of the northbound lanes on the Mt. Washington Roundabout. Traffic delays are expected. Local access and access for emergency vehicles will be maintained.

SUBPROJECT 2: Awbrey Road Waterline Improvements – Mid-January 2024 through Spring 2025 

Subproject 2 will be constructed in three stages with work beginning in mid-January on the rehabilitation of the existing waterline crossing the Portland Avenue bridge. Stage 1 includes a full closure of Portland Avenue between Wall Street and Steidl Road. Two-way traffic detour will be routed south to Newport Avenue via Awbrey Road and Wall Street. (Map below.)

Please be advised advanced traffic control measures will be in effect in December 2023 to facilitate the relocation of franchise utilities. Short durations for periodic asphalt and concrete restoration work are expected through spring 2025.

We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.  

Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). Any work that includes crossing driveways will be coordinated with residents one day prior to commencing work and again on the day of work before being impacted. Emergency Medical Services, mail, garbage, and delivery services will have continued access.  

If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site and will attempt to notify you.
