Awbrey Butte Waterline Project Update – June 16, 2023

The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.

Project Update – June 2023

Construction of Phase 1 improvements began in early June. Phase 1 is being constructed in stages to minimize traffic impacts and expected to be completed in March 2024.

The City is committed to keeping neighbors informed throughout construction with bi-weekly updates. In advance of construction activities in your neighborhood, residents will receive a more detailed notification with specific information regarding construction impacts.

The informational meeting begins at 5:00 p.m., with a brief presentation at 5:15 p.m.

The City of Bend will host an informational meeting on June 27 to share information about potential improvements on Portland Avenue. The meeting will be held in person at Westside Church, 2051 NW Shevlin Park Road, from 5:00 p.m. to 6:30 p.m., with a brief presentation at 5:15 p.m. The same information and exhibits will also be available online at bendoregon.gov/awbrey-waterline beginning June 27. Community members are invited to provide feedback by completing an online survey open from June 27 through July 11. Survey link will be available on the website.

WHAT TO EXPECT DURING PHASE 1 CONSTRUCTION

We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.

Within Phase 1, there are three subprojects:

  • Subproject 1: Awbrey Road Waterline Improvements: June 2023-October 2023
  • Subproject 4: Awbrey Reservoir Outlet: November 2023-December 2023
  • Subproject 5: NW Ninth Street Waterline Improvement: November 2023-March 2024

Subprojects 3 and 6 on the map below have been tentatively removed from the construction schedule to re-evaluate project priorities. They may be included in a future construction project.

Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). A detour will occur on Awbrey Road mid to end of July. Temporary No Parking signs will be installed in advance of the detour along 2nd Street to provide adequate access. The remainder of the work will involve single-lane closures controlled by flaggers during weekdays between 7 a.m. – 5 p.m. Traffic delays are expected.

Any work that includes crossing driveways will be coordinated with residents one day prior to work commencing and again on the day of work before being impacted. Emergency Medical Services, mail, garbage, and delivery services will have continued access.

If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site to notify you.

TENTATIVE PROJECT SCHEDULE

The project design and construction will be completed in phases. The schedule below will be updated as more information becomes available and is subject to change. This project is utilizing an alternative delivery method known as Progressive Design-Build, which includes selecting the contractor and engineer simultaneously. Therefore, some of the design will overlap with portions of construction throughout the project. Individual properties may not be impacted for the entire duration of the construction schedules presented below.

Tentative Design Schedule:

Subprojects 1, 3, 4, 5, & 6: September 2022 – fall 2023

Subprojects 2, 7, 8, & 9: November 2022 – spring 2024
