Neff and Purcell Improvements Project Update – March 9, 2023

SAFETY FIRST 

As a reminder, for your own safety, please use the designated pedestrian routes when navigating through the construction zone. These routes are clearly marked and provide a safe path for you to follow. We ask that you please do not deviate from these routes, as it puts you at risk of injury and can also interfere with the progress of the construction work. We appreciate your cooperation. 

CONSTRUCTION UPDATES –  Week of March 13  

Purcell Extension 

Excavation and rock hammering will continue in the vicinity of the Purcell Extension. This work is necessary to prepare the site for the installation of new infrastructure.

Testing continues of the stormwater structure locations to determine their effectiveness in removing surface water from the finished roadway. This testing is an important step in ensuring the safety and functionality of the stormwater system. Once the testing is complete, we will begin construction of the stormwater structures. 

The Purcell Extension project has begun the relocation of underground utilities in coordination with franchise utility companies, like gas, power and internet providers. To ensure efficient and timely completion, multiple agencies are working in coordination. During this process, there will be overlapping start and completion cycles within each workday.  

Neff and Purcell Intersection

The installation of the temporary Pedestrian Detour protection within the intersection is now complete. This means that pedestrians can safely navigate through the designated pedestrian routes, which provide clear paths during the multiple franchise utility relocations currently underway. Our team continues to work hard to ensure that safety is the top priority. Please be aware the temporary pedestrian access routes will change with different phases of construction. 

Franchise utility relocation work is currently ongoing and progressing as planned. The relocation work is being carried out to prepare for the upcoming intersection improvements. Multiple utility agencies are working collaboratively to ensure the project stays on schedule. As the work continues, the temporary lane shifts and closures will remain in place, but we will do our best to minimize disruptions to traffic and nearby properties.

ROAD CLOSURES AND DETOURS 

 Neff Road and Purcell Boulevard intersection, near St. Charles hospital in Bend, will be closed for reconstruction. Plan ahead and understand your detour route. Delays are expected. Give yourself extra time to reach your destination. Detour routes are listed below. 

  • Neff Road is closed from Cliff Drive to Williamson Boulevard.
  • Purcell Boulevard is closed from Whisper Ridge Drive to 300 feet north of the Neff and Purcell intersection.

Detour Routes

  • Eastbound (south option) – go south on 8th Street, east on Greenwood Avenue, north on 27th Street  
  • Eastbound (north option) – go north on 8th Street, east on Butler Market Road and south on 27th Street 
  • Westbound (south option) – go south on 27th Street, west on Greenwood Avenue, north on 8th Street  
  • Westbound (north option) – go north on 27th Street, west on Butler Market Road and south on 8th Street
