Neff & Purcell Improvements Project Update – March 3, 2023

SAFETY FIRST

Work in the construction area is actively changing. To ensure the safety of all users and construction crews, please continue to follow posted detour routes and exercise caution when navigating the area. The Bend Police Department will be actively patrolling the area to enforce traffic laws and ensure safety. Thank you for your patience.

CONSTRUCTION UPDATES – March 6-10, 2023 

Purcell Extension

Excavation and rock hammering will continue in the vicinity of the Purcell Extension. This work is necessary to prepare the site for the installation of new infrastructure.

Testing the stormwater structure locations to determine their effectiveness in removing surface water from the finished roadway. This testing is an important step in ensuring the safety and functionality of the stormwater system. Once the testing is complete, construction of the stormwater structures begin.

Neff and Purcell Intersection

The intersection improvements begin with the relocation of underground utilities in coordination with franchise utility companies, like gas, power and internet providers. To ensure efficient and timely completion, multiple agencies are working in collaboration. During this process, there will be overlapping start and completion cycles within each workday.

  • Any properties with services affected by the utility work will receive prior notification from the franchise utility agency.
  • On Monday, March 6, natural gas pipelines are scheduled for relocation on Neff Road west of the closure barricades. The existing closure barricades will be temporarily moved to the west of Cliff Drive. However, access to businesses will be maintained. Temporary pedestrian access route will be in place. This relocation work is scheduled to take approximately two weeks.
  • Fiber optic conduit and cables will be relocated to provide adequate clearance for the proposed intersection grade changes and new sidewalks.

Contact the project team if you need any additional materials that would be helpful to inform patients, clients, customers and delivery personnel regarding detouring and closures.

ROAD CLOSURES AND DETOURS

Neff road is closed from Cliff drive to Williamson court. The intersection of Neff Road and Purcell Boulevard is closed. Detour includes 8th Street, Greenwood Ave., 27th Street and Butler Market Road.

Closure dates are estimates and subject to change.

DETOUR ROUTES

Detour routes include 8th Street, Greenwood Avenue, 27th Street and Butler Market Road.

  • Eastbound (south option) – go south on 8th Street, east on Greenwood Avenue, north on 27th Street 
  • Eastbound (north option) – go north on 8th Street, east on Butler Market Road and south on 27th Street
  • Westbound (south option) – go south on 27th Street, west on Greenwood Avenue, north on 8th Street 
  • Westbound (north option) – go north on 27th Street, west on Butler Market Road and south on 8th Street

TEMPORARY PEDESTRIAN ACCESS ROUTE

  • Please use marked pedestrian access routes. The temporary routes will change during different phases of construction. This detour will allow pedestrians to safely navigate around the intersection’s construction zone and continue to access their desired locations. Bicyclists may utilize the detour by following existing traffic laws for bicyclists using pedestrian facilities.

CASCADES EAST TRANSIT

Public transportation via Cascade East Transit will have route adjustments and stop closures. Details can be found at cascadeseasttransit.com
