The Old Bend Parking District helps manage neighborhood parking so community members who live in the district, visitors, and businesses can access parking safely and fairly.
The Old Bend Parking District was created to support fair and consistent parking rules in one of Bend’s busiest areas. It provides a clear system for how parking works in the neighborhood and helps keep parking availability and demand in balance. The district aims to improve neighborhood livability and safety by making sure parking is managed effectively. It offers different types of permits and options for people who live or work in Old Bend, as well as for visitors, short‑term rentals, and special events. This helps community members and visitors find parking near homes, businesses, and popular destinations. A committee made up of community members who live within the district helps oversee how the system operates.

Old Bend Neighborhood
The Old Bend Neighborhood sits in the center of the city and includes downtown Bend and nearby homes. The area is about one square mile. Its borders are the Deschutes River to the west; Drake Park, Mirror Pond, and Franklin Avenue to the north; Highway 97 to the east; and Arizona Avenue to the south.
Parking Regulations
In the Old Bend Parking District, all motor vehicles—including cars, trucks, SUVs, motorcycles, and RVs—may park under these conditions:
- With a valid parking permit, or
- Without a permit, if the driver follows the posted time limits.
Parking Permits Available
All parking permits can be purchased through the Online Parking Permit Portal. Available permits are automatically displayed based on the address entered.
Residential Permits
- Anyone who lives within the district may purchase an annual subscription that allows them to utilize on-street parking in their neighborhood.
- Available to community members who live within the Parking District for vehicles owned or leased (verification required at application).
- 55+ option available with verification.
- Includes an Annual Residential Dashboard Pass for unplanned daytime guests (permit verification required).
- Free and unlimited Guest Passes for planned guests, allowing scheduling up to 10 days in advance.
- $25 annual fee, renews on December 25th each year.
In-District Employee Permits
- Available to businesses within the Parking District for employees working in-district (employment verification required).
- $5.00 monthly, renews on the 25th of each month.
Short-Term Rental (STR) Permits
- Short-Term Rental owners/managers must display an information sheet allowing renters to pay for parking via the Passport Parking app.
- $10 per day, up to 7 days (renewable if needed).

Contractor Permits
Rates:
- Daily: $10
- Weekly: $45
- Bi-Weekly: $60
Documentation is required for all permit types.
All permits in the Parking District are virtual. The vehicle’s license plate serves as the permit.
Guest Pass Program
Guests are people who are visiting someone who lives in the district. Guests may park in time‑limited areas without a guest pass. If a guest needs to stay longer than the posted time limit, the community member who lives in the district can request a guest pass:

Frequently Asked Questions
There are several parking rules that are enforced in the parking district. Some of the most common violations include:
- Time Limit – Parking longer than the posted time allowed.
- Restricted by Sign – Parking in an area that requires a permit or pass when you don’t have one.
- Wrong Side or Wrong Way Parking – Parking against the flow of traffic or backing into an angled space when head‑in parking is required.
- Expired Registration Sticker – Parking on the street without a current registration sticker on your vehicle.
- Within Landscape Strip – Parking in the planted strip or the space between a property line and the curb.
No. Parking signs apply only to the specific block or the side of the street where they are posted. A sign may be located in front of your vehicle or behind it, and the rules still apply to where you are parked.
Your family, friends, and guests may park on the street in front of your home if they follow the posted time limits. If you live on a street without time limits, guests may park there for up to 2 hours without a pass. For quick visits, they do not need a Guest Pass.

Your friends may choose to appeal their parking citation.
Sometimes drivers do not notice new signs that have been added to an area where they usually park. Please remind them to look around for updated signs.

Contractors may apply for a Contractor Parking Permit. See Construction and Contractor Permit information above for more details and pricing. You can direct them to the parking permit portal or have them contact the Diamond Parking office. You may also let them use your Guest Pass.
Guests can park in time‑limited areas without needing a Guest Pass. In “permit parking only” areas, guests will have a 2‑hour grace period.
If you are hosting a larger event—such as a dinner gathering, game night, birthday celebration, or other get‑together—you can buy a Special Event Permit:

A Special Event Permit covers the entire street or area around your home, and parking enforcement will not conduct parking checks during the time of your event.
Each home is allowed one dashboard permit, which is meant for unplanned or drop‑in guests. If you already have an approved permit, you can request as many Guest Passes as you need through your online permit portal.
