Bend Transportation Safety Action Plan (TSAP)

Transportation Safety Action Plans (TSAPs) provide long-term goals, policies, and strategies as well as near-term actions to eliminate deaths and life-changing injuries on Oregon’s transportation system. These action plans serve as unifying frameworks for transportation safety planning in Central Oregon.

2026 Bend TSAP Update

The Bend TSAP was adopted in 2019. Work to update the plan started in late 2025. The majority of the work to update the plan will occur throughout 2026, with completion expected in spring 2027.

The 2026 Bend TSAP Update is a collaborative project overseen by the Bend TSAP Project Advisory Committee (PAC), the membership of which is comprised of the BMPO Technical Advisory Committee (TAC) and several additional local agency representatives. Project collaboration also involves guidance from the BMPO Policy Board and Bend City Council and coordination between City of Bend staff, BMPO staff, and consultants.

The Bend TSAP Update will be coordinated with the Deschutes County TSAP Update and the Oregon Department of Transportation (ODOT) TSAP Update, which are also underway.

Study Area

The Bend TSAP focuses on the BMPO area, which includes the area within the Bend urban growth boundary (UGB), abutting areas designated as urban areas by the 2020 Census, and areas that may be annexed into the city to accommodate growth and anticipated development over the next 20 years.

Meetings & Public Engagement

There will be opportunities for public engagement throughout the update process. Presentations and discussions will be scheduled at specific public Bend TSAP PAC meetings and BMPO Policy Board meetings. Staff will also provide information at some public events. Meeting and event dates will be listed below, as identified and/or updated.
