Request for Proposal – Juniper Ridge Affordable Housing Development Pre-Proposal Conference Meeting

JUNIPER RIDGE AFFORDABLE HOUSING DEVELOPMENT

The City of Bend (“City”) requests proposals from qualified housing developers for the

acquisition and development of surplus City-owned property in Juniper Ridge for a deedrestricted

affordable housing development. The property is located within the Juniper Ridge

Overlay Zone and is eligible for affordable housing pursuant to Senate Bill 8 (2021), codified at

ORS 197A.445, and Bend Development Code (BDC) 3.6.250. The City seeks proposals that

maximize affordable housing production while creating a high-quality residential community

that is compatible with surrounding users.

The proposed development may include rental, owner-occupied, or other housing meeting the

definition of “affordable housing” as set forth in ORS 197A.455 and BDC 3.250 . The proposed

development may include a Permanent Supportive Housing (PSH) component.

Proposals must be received no later than November 19th, 2026, at 4:00 p.m. PST.

A pre-proposal conference meeting will be held via Zoom on September 30th, 2026, at 3:30
