Cooley Sewer Improvements & Phoenix Pump Station Decommissioning
This project enhances the sewer collection system capacity, reduces long-term operation and maintenance costs, and increases system reliability.
Construction on Cooley Road began in early July with project completion expected in fall 2026. Flagging will be required on Cooley Road between Ranch Village Drive and 18th Street during construction hours Monday-Friday. Two-way traffic will be maintained. Expect delays.
No Traffic Impacts During School Drop-Off and Pick-Up
Beginning September 9, the school crosswalk on Cooley Road will be open, and the contractor will avoid construction activities that impact traffic on Cooley Road during school drop-off and pick-up periods. No work that impacts traffic will occur during the following times:
- Morning drop-off: 7:30 a.m. to 9:00 a.m.
- Afternoon pick-up: 2:00 p.m. to 4:00 p.m.
- Early release Wednesday pick-up: 12:30 p.m. to 2:30 p.m.

The City of Bend is constructing a new gravity sewer main along Cooley Road and Ranch Village Drive. This new line will connect to existing infrastructure west of the Cooley Road and 18th Street intersection, optimizing our community’s sewer system.
Resident Connections
As part of the project, sewer laterals will be installed. These laterals will allow residents currently using private onsite septic systems to connect directly to the City’s gravity main, providing improved service and reliability.
Pump Station Decommissioning
The existing Phoenix Pump Station on Ranch Village Drive will be decommissioned once the new gravity main is operational. This step will reduce long‑term maintenance needs and improve system efficiency.
What to expect during construction
- Lane impacts on Cooley Road between Ranch Village Road and 18th Street are expected to begin in early‑July.
- Expect Delays – Two‑way traffic will be maintained, but travelers should expect delays, reduced speeds, and flagging throughout the work zone.
- Crews will work from 7 a.m. to 6:30 p.m., but school drop‑off and pick‑up times from Cooley will not be affected.
- Deep trench work is required. For your safety, please stay out of construction areas.
- Emergency response access will be maintained

Background
Completion of the North Interceptor Phases 1 & 2 allows multiple sewer pump stations to be decommissioned. The Phoenix Pump Station was identified for decommissioning in the 2014 Collection System Master Plan.

- Why are two construction projects happening in this area at the same time?
Both projects were intentionally scheduled during school summer break, when traffic volumes are significantly lower. This timing reduces impacts on school buses, student drop off and pick up traffic, and daily commuter congestion. Although the overlap creates temporary inconvenience, it avoids far more severe delays during the school year. - Why is the detour route also under construction?
The detour route was selected as the safest and most feasible option. The second project was already planned for the same summer window to minimize school year disruption. While the overlap isn’t ideal, both projects are necessary for long term roadway safety and infrastructure improvements. - Why couldn’t the projects be staggered?
We looked at that, and the projects are partially staggered to include only a two-week window of overlap. Additional staggering would push one of them into the school year, creating additional traffic impacts. Summer gives us the best chance to get the work done quickly and safely. - How long will the flagging delays last?
Drivers should expect 5–15 minute delays, depending on traffic and construction activity. Peak times may see slightly longer waits. We know your time matters, and both teams are coordinating to keep things moving as smoothly as possible. - Will Cooley Road be open outside of construction hours (M-F, 7-6:30)
Yes. Cooley Road will be open to traffic outside of the construction hours on weekdays and open on weekends. However, expect rough surfaces and reduced speeds through the construction area. - Are the two construction teams coordinating with each other?
Yes. The project teams communicate to coordinate flagging operations and traffic control. - Can flaggers prioritize detour traffic?
Because of the northbound closure of 18th Street for the Yeoman Road construction, significantly less traffic is anticipated on westbound Cooley Road. So, flaggers can prioritize eastbound travel when traffic allows. However, flaggers must follow approved traffic control plans designed to keep everyone safe. - Will emergency vehicles be delayed?
Both project teams coordinate with local fire, police, and medical services to prioritize rapid access. - How will this affect school transportation when classes resume?
Both projects are scheduled to re-open the roadway before school is back in session. If any work remains on the Cooley Road construction, scheduled work hours will be limited to outside peak school traffic hours.
