City-Supported Shelters and Services
Working with a broad network of agencies and community partners, the City of Bend has utilized a comprehensive strategy to address houselessness. As part of this strategy/approach, the City supports shelters, safe parking, outreach, and housing stabilization services.
Do You Need Shelter Now?
The Lighthouse Navigation Center is the only walk-up, low-barrier shelter in Bend. If you need a place to sleep or access to a meal today, please come to 275 NE 2nd Street.

Supported Shelters and Services
The City of Bend supports multiple shelters and other houseless services. The City does not operate shelters or programs. Instead, we work with local non-profits to provide technical assistance and fund low and high-barrier shelters, safe parking, prevention, outreach, and housing-centered case management.

The Lighthouse Navigation Center is Bend’s only walk-up shelter. If you need a place to stay tonight or daytime support, go to 275 NE 2nd Street. This is a low-barrier shelter meaning you do not need identification, and well-mannered pets are welcome. Drugs and alcohol are not permitted on the property. The Lighthouse is open 24 hours a day and 7 days a week with meals, case management, and connections to health services. The Franklin Avenue Shelter is a 50-room former motel located in downtown Bend. It is a low-barrier shelter that sets aside rooms for families with minor children and medically fragile households. To stay at the Franklin Avenue Shelter, guests need to have a referral through the Coordinated Entry System.
Coordinated entry is a consistent, community-wide intake process to match people experiencing homelessness to existing community resources. To get started, call 541-630-2533 on a Tuesday or Thursday between 12:00 PM and 4:00 PM.

The Stepping Stone Shelter is a 28 unit low-barrier program located in a converted motel. Case management and meal service are offered to guests. Some units have kitchenettes and there are also a limited number of accessible units. To stay at the Stepping Stone Shelter, guests need to have a referral through the Coordinated Entry System.

Central Oregon Villages is a temporary outdoor shelter with 20 units, a kitchen trailer, bathrooms and shared community space. This shelter is high-barrier, meaning a background check and sobriety are required. To stay at the Central Oregon Villages, you will need to have a referral through the Coordinated Entry System.

Safe Parking
In April 2021, the City of Bend adopted the Safe Parking Programs into the Municipal Code. It allows businesses, non-profits, public entities, and religious organizations to provide a safe place for people experiencing houselessness to camp in vehicles or temporary structures. Other Related Services
In late 2024, the City Council approved and awarded a grant program to fund houseless outreach and prevention. The grant also funded new and existing Safe Parking. Housing Centered Case Management is primarily offered at the Temporary Safe Stay Area (Temporary Safe Stay Area (TSSA) Dashboard) with partners agencies: REACH, Central Oregon Villages, Mosaic Community Health, Shepherd’s House Ministries, and Companion Animal Medical Project.
Housing stabilization services are offered through partner agencies Saving Grace, Thrive Central Oregon, and Central Oregon FUSE.
House Bill 3395 Emergency Shelter Applications
Since 2021, the Oregon Legislature has passed House Bill 2006 (2021), House Bill 4051 (2022), and House Bill 3395 (2023) which require local governments to approve applications for emergency shelter regardless of state and local land use laws if the proposed project meets certain requirements.
