The Housing Department works toward the vision that all community members can find affordable homes and have equitable access to housing. To this end, Bend City Council has tasked the Housing Department with developing citywide housing policies, with increasing the amount of affordable housing available to everyone, with implementing middle income housing programs, and with creating housing or facilities to house homeless individuals on a temporary or permanent basis. We believe that people who live and work in Bend should be able to afford housing in Bend.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bend.
REQUEST FOR RELEASE OF FUNDS
On or about January 26, 2026, the City of Bend will submit a request to HUD for the release of Community Development Block Grant funds under 24 CFR Part 570 of the Community Development Block Grant program, as amended, to undertake the following project:
Tier 1 Broad Review Project/Program Title: City of Bend Sidewalks
Purpose: to install new sidewalk panels and correlating infrastructure road improvements.
Location: City of Bend Census Tracts 15.01, 18.01, 18.02. Specific addresses will be assessed in the site-specific reviews.
Project/Program Description: The City of Bend intends to install new sidewalk panels and correlating infrastructure road improvements to increase connectivity in low-income neighborhoods in HUD Qualified Census Tracts 15.01, 18.01, and 18.02. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: 24 CFR Part 58.36.
Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Contamination and Toxic Substances (24 CFR Part 50.3(i) & 58.5(i)(2)), and Historic Preservation (National Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800).
Mitigation Measures/Conditions/Permits (if any):
The following will be evaluated at the site-specific review level:
- Contamination and Toxic Substances. The project will implement any actions identified in the site-specific review and will complete state-required remediation activities prior to construction. For any issued identified, a No Further Action determination or regulatory closure documentation will be obtained as a condition of release of funds.
- Historic Preservation. The project will comply with the conditions agreed to in consultation with the State Historic Preservation Officer, including adherence to the Secretary of the Interior’s Standards for Rehabilitation and implementation of an unanticipated discovery plan.
Estimated Project Cost: $400,000.00.
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on January 7, 2026. An Environmental Review Record (ERR) that documents the environmental determinations for this project on file at https://www.bendoregon.gov/government/departments/housing. A copy is available at the permit counter at City of Bend, and may be examined or copied on weekdays from 9:00 A.M. to 4:00 P.M.
FINDING OF NO SIGNIFICANT IMPACT
The City of Bend has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City Hall, 710 NW Wall Street, Bend, Oregon, 97703 for review and may be examined or copied weekdays 9:00 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to City Hall, 710 NW Wall Street, Bend, Oregon, 97703, or to housing@bendoregon.gov. All comments received by January 25, 2026, will be considered by the City of Bend prior to authorizing submission of a request for release of funds
RELEASE OF FUNDS
The City of Bend certifies to HUD that Racheal Baker in her capacity as Certifying Officer for Housing and Urban Development (HUD)-related Environmental Documents for all Programs subject to 24 CFR Part 58 consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bend to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Bend‘s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bend; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants In the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 1220 SW Third Avenue, Suite 400, Portland, OR 97204-2830, or to Portland_RROF@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
