Strategic Energy Management Plan
The Strategic Energy Management Plan is Bend’s roadmap for reducing energy consumption and making City operations more efficient.
By prioritizing smart energy use, the City can reduce operational costs, lower emissions, and build a more sustainable future for the community. We’re committed to leading by example in energy sustainability. The Strategic Energy Management Plan is the guide for improving energy use in our operations. By using energy-efficient technologies, switching to renewable energy sources, and optimizing resources, we are working to reduce our carbon footprint and support the climate goals outlined in the Community Climate Action Plan (CCAP).
The City adopted its Strategic Energy Management Plan in Fall 2020, which outlines the actions we will take to meet our fossil fuel reduction goals established in Resolution 3044. We will continue implementing projects in the Plan over the next several years to meet these ambitious targets.
The Plan uses data-driven decisions, infrastructure improvements, and staff engagement to create long-term benefits like cost savings, operational efficiency, and environmental stewardship. It aligns with our commitment to sustainability by setting measurable targets, tracking progress, and continuously improving energy management practices.
Goals
- Reduce municipal energy use and greenhouse gas emissions.
- Improve operational efficiency and cost savings.
- Transition to renewable energy sources.
- Increase awareness and accountability for energy management across city departments.
Ket Strategies
Data-Driven Decision Making
- Track energy use in city buildings and vehicles to find ways to save.
- Measure greenhouse gas emissions regularly to see progress.
- Use data to guide decisions and focus on the biggest energy-saving opportunities.
Energy Efficiency
- Upgrade city buildings with better lighting, heating, and cooling systems to use less energy.
- Improve insulation and weatherproofing in city facilities to save on heating and cooling.
- Encourage city employees to turn off lights and equipment when not in use.
Renewable Energy
- Power city buildings with 100% renewable electricity by 2025.
- Install more solar panels on city buildings and explore shared community solar programs.
- Look into new clean energy options like geothermal heating and battery storage.
Fleet and Transportation
- Replace city vehicles with electric and fuel-efficient models to cut gasoline use.
- Add more electric vehicle (EV) charging stations at city buildings.
- Plan better routes for city vehicles to reduce fuel use and pollution.
Materials Management
- Buy sustainable products for city projects and operations to reduce waste.
- Reuse materials whenever possible to keep items out of the landfill.
- Expand composting and recycling efforts within city buildings.
