Water Heater Permitting Guide
Are you installing a new water heater? You will need a permit.
Getting a permit for your water heater installation ensures that it meets our building codes, which are designed to protect the safety of the community. The permit process helps prevent potential hazards such as fire, electric shock or explosion.
The Permitting Process
1Determine Permit Requirements
Depending on the scope of your project, you may need one or more permits, but you only need to submit one application for the project. If you find you need an Electrical and/or Mechanical permit along with your Plumbing Permit, simply select those permit types during the application process. (See Step 4 for more information.)
If you are replacing or adding a new water heater, an expansion tank is required.
To install a water heater in Bend, you need a plumbing permit.
This is required to ensure the installation meets safety standards and building codes, which help prevent hazards such as fire, electric shock and explosion.
If the installation involves any electrical work—for example, if you need to add or move an outlet—you might also need an electrical permit.
If you are installing a new gas water heater or replacing an electric water heater with a gas water heater, you will need a mechanical permit for the gas piping installation and venting.

Permit Fees:
Permits for water heater: $146.08*
*If your water heater requires additional work—i.e. new piping—there may be additional fees. Contact us for a more accurate estimate based on your particular project.
Processing Time:
Typically 2-3 days from the time the application is submitted.
2Submit Your Application
Apply for all your project’s required permits through our Online Permit Center Portal.
Note: you’ll need to create an account if you don’t already have one.

- Under Choose the application type, select Plumbing.
- Fill in additional details for the project and click Next Step: Permit Type.
- Select all the appropriate Permit Types for your project.
- Complete the remaining steps, review information and submit application.
3Plan Review
After your application has been submitted and fees paid, we will review your application and plans to ensure they meet all building codes and regulations.
4Permit Issuance
Once your plans are approved and you have paid your fees, you’ll receive your permit issuance notification. Make sure to keep these on-site during construction.
5Inspections
Once the permit is issued, you can begin the work. After the installation, a final inspection is necessary to ensure that the project meets all building codes and safety standards.
To schedule an inspection, use our Online Permit Center Portal:
- Under My Items, click to expand My Building Permit, Permanent Sign & SDC Estimate Applications.
- Select your project.
- Click Request Inspection.
- Select the date you would like the inspection.
- Finish the remaining steps and submit your inspection request.

6Final Approval
After passing your inspection, your permit will be closed, and you can be assured you are in full compliance with all regulations.
