BMPO Budget

The BMPO operates on a July 1 to June 30 fiscal year. The BMPO budget is developed annually and is described in an annual budget document, which also provides a compressed overview of BMPO work scheduled to occur during the budget period. The budget is adjusted when needed.
When a new BMPO budget or supplemental budget (budget adjustment) is proposed, the public is notified and provided with opportunity to comment prior to adoption.

BMPO Budget Committee

The BMPO Budget Committee is comprised of 10 members. It includes all five members of the BMPO Policy Board and five community members. This committee typically meets annually, in the spring, to review the proposed budget for the subsequent fiscal year.

BMPO Annual Financial Reports (Annual Audits)

An independed audit is completed for the BMPO each fiscal year. An annual financial report is an integral part of the audit, which is performed in accordance with Minimum Standards for Audits of Oregon Municipal Corporations, prescribed by the Secretary of State, and involves testing BMPO internal control and compliance. The report describes the scope of the audit and results of its testing, without an opinion on the effectiveness of the BMPO’s internal control or on compliance.

BMPO Unified Planning Work Program (UPWP)

The BMPO UPWP covers two fiscal years and is developed every two years, with a full amendment midcycle (prior to the second year of the program). The BMPO is charged with carrying out a comprehensive, cooperative, and continuing (3C) transportation planning process for the BMPO area. The UPWP provides a framework for the 3C planning efforts that are scheduled to occur in the BMPO area during the program period. It includes descriptions of major work tasks, specific work subtasks, schedules for work completion, and sources of funding.

When a new BMPO UPWP or its midcycle amendment is proposed, the public is notified and provided with opportunity to comment prior to adoption.
