Second Street Waterline Improvements

The Second Street waterline improvement project will replace undersized and aging waterlines to bring the pipes to current standards, increase capacity, and improve water system resiliency across Bend.
This project will replace the existing 12-inch cast iron water main with 18-inch ductile iron water main. The pipe replacement and upsizing will increase capacity from Awbrey Reservoir to Pilot Butte Reservoir, and improve system resilience.
Location
Design work and construction area includes:
- NE Second Street from Olney Avenue to Lafayette Avenue
- Lafayette Avenue from NE Second Street to the western edge of NE Third Street
Estimated Schedule
- Design – fall 2025 through early 2026
- Pre-construction Open House – Date TBD
- Construction – late spring/early summer through fall 2026
Note: construction will only begin after construction on Olney Avenue is completed and the roadway is re-opened to traffic. Dates are estimates and subject to change.
What to Expect During Construction
- Construction will be completed in phases to reduce impacts
- One-way traffic and/or flagging on Second Street and Lafayette Avenue
- Access to businesses will remain open throughout construction – follow signed temporary routes
Funding
This project is funded by water utility rates under the Water Capital Repair and Replacement Program.
