Reversion Deferral & Transfer Fee Program
The Bend Municipal Airport (BDN) recently completed an update to the Rules & Regulations, Minimum Standards, and Leasing and Development (R&R’s). In developing the Leasing and Development Policy BDN took note of its obligation to make sure it is adhering to Airport Sponsor Grant Assurances. Grant Assurances (Obligations) | Federal Aviation Administration (faa.gov), specifically Assurances 5,22,24, and 38, which if violated would put in jeopardy all past and future Federal grants. This is the Federal Aviation Administration’s (FAA) way of ensuring the highest and best use of grant assurance-obligated property, protecting the federal investment in our nation’s airports.

Airport Appraisal & Market Rent Analysis

The City of Bend, as required by City Code 1.50.097, contracted with a qualified appraiser to complete an appraisal and market rent analysis of property lease values at the Bend Municipal Airport. The appraiser, Airport Business Solutions (“ABS”), has been conducting airport appraisals for 35 years, nationwide, and has recent experience providing services in the Pacific Northwest.

The Rent Conclusions (as reflected in Figure 1) will be included and presented for Council consideration, as part of the City of Bend Fiscal Year 2025-2026 Fee Schedule, Budget Resolutions, and Public Hearing, on June 4th, 2025, and will take effect as of July 1, 2025 (unless otherwise dictated by the terms of a lease).

Tenant Insurance
The City of Bend requires that insurance (General Liability Policy) be purchased and maintained by all tenants and subtenants leasing property of any type from the City of Bend, including at the Bend Municipal Airport.

Aircraft Tail Number Reporting
The City of Bend requires all tenants of the Bend Municipal Airport to report aircraft N-Numbers to ensure the City of Bend Municipal Airport is in compliance with Federal Aviation Administrations (FAA) requirements. The FAA requires the Airport Manager to report N-Numbers of all aircraft based at the Bend Municipal Airport and all aircraft based at the airport are insured.

Hangar Inspections
Hangar Inspections for all City-owned hangars were completed in November of 2024. Inspections for privately-owned hangars on ground leases will be held in Spring of 2026. The City appreciates the cooperation tenants have shown to date to support the inspection efforts – thank you!
As with the City-owned hangar inspections, private hangar inspections will be conducted by the City’s team of inspectors, to include the Airport manager, a Facilities Department representative, a Fire Department representative, and Real Estate Department staff. Each inspection will take approximately 10 to 15 minutes, with larger hangar inspections lasting up to 30 minutes. Notices of inspections will be issued a minimum of 14 days in advance of the inspection date. Hangar Waitlist
To be added to the hangar waitlist you will need to fill out the hangar reservation form below and follow the directions for submitting the $200 fee and a copy of your plane registration. You must be owner or partial owner of an airplane to be added to the hangar waitlist.
*Applicants are advised: it is important to ensure contact information is corrected and current at all times. Failure to provide current information may result in losing the opportunity to lease an available hangar and/ or being moved to the bottom of the waitlist if an availability notice is issued to the incorrect email address.
