CONSTRUCTION UPDATE – July 10, 2026
Intersection Closure Begins Monday, July 20 at Norton Avenue and 11th Street
On July 20, crews will begin construction at the intersection of Norton Avenue and 11th Street. A temporary full closure of Norton Avenue and 11th Street intersection will be required through August. Traffic detour includes NE 10th Street. Local access will be available up to the intersection. No driveways will be impacted. Access for Emergency Response vehicles will be maintained.
The intersection improvements are intended to increase safety for school children and residents walking and rolling in the area. In response to community feedback, the updated design includes a new 4-way stop and curb bulb outs to reduce traffic speeds and make the intersection safer to cross. Additional improvements include an ADA compliant intersection and full depth asphalt reconstruction.
To lessen traffic impacts during construction, the timing of the closure aligns with the school summer break, when traffic volumes are reduced. For your safety please keep out of the construction area.

The Neff Pedestrian and Bicycle Improvements Project combines three Transportation System Plan ‘key route’ projects along NE Neff Road and NE Norton Avenue for people who ride bikes, walk and roll.
A 2020 Transportation GO Bond Project.
Thank you, voters!
Neff Road connects to schools, parks, trails, medical facilities and more — places that kids, parents, commuters and others in the City traveling east to west need to reach. Neff Road is identified on the GO Bond project list as one of the Citywide Key Routes to improve safe travel on a connected system for pedestrians and bicyclists including improvements that leverage existing bike/ped systems by providing protected and/or buffered bike lanes, connecting to existing or future Bend Park and Recreation District off street paths, and/or provide sidewalk infill.
The shared use path improvements west of the Larkspur Trail, the Hillside Trail, and the Neighborhood Greenway improvement on Norton Avenue segments of this project will be constructed by ODOT (see map above) at a future date to be determined.
Location
The project includes the following improvements as identified in the Transportation System Plan
- R3-A: Norton Ave. NE 6th St to NE 12th St. Neighborhood greenway. Create a low-stress bikeway on NE Norton Ave (SRTS3) – to be constructed by ODOT.
- R3-B: Hillside Trail. Connects NE 12th to Neff Rd. Hillside path. Close sidewalk gaps and create a switchback shared use path (SRTS); includes school zone enhancements – to be constructed by ODOT.
- R3-C: Neff Rd. NE 12th to Eagle Road. Shared use path adjacent to roadway; Close sidewalk gaps where possible and create a low-stress bikeway. – to be constructed in two separate sections.
- Larkspur Trail to Eagle Road will be constructed by City of Bend.
- 12th Street to west of Larkspur Trail – to be constructed by ODOT.
Potential Additional improvements:
- 11th Street and Norton Avenue intersection improvements – to be constructed during Phase 1 construction.

Background
Improving the transportation system by focusing on safety is a City Council goal. Creating safer connections between neighborhoods, places of work, schools, parks and businesses, for people who ride bikes, walk or roll, is a City priority. The City is designing a variety of safer and more accessible bike and pedestrian routes throughout the community, including the Neff Pedestrian and Bicycle Improvements Project, aimed at improving east/west connectivity in a vital area of Bend.
- On September 2, 2020, the Bend City Council adopted the Bend Transportation System Plan by Ordinance No. NS-2381. Discover more about the Transportation System Plan’s background and purpose.
- Voters approved the Transportation GO Bond in November 2020.
- The Transportation Bond Oversight Committee prioritized the Neff Pedestrian and Bicycle Improvements project.

Definitions

“Key Route” is a route is designed to be low stress for pedestrians and bicyclists, to provide safe and appealing connections to schools, parks, and cross-town travel.
“Neighborhood Greenway” is a shared roadway along a traffic-calmed local road.
Funding
This project is funded by the voter approved 2020 Transportation GO Bond. The project budget is limited. Community input during open house events and comment periods will help to help us prioritize the improvements and make travel along this corridor safer for all users.
