The department also assists to administer various employee benefit programs such as medical and dental health benefit programs, and coordinates voluntary benefit programs like deferred compensation and other insurances.

Veterans’ Preference
Under Oregon law, Veterans and certain eligible members of the National Guard who meet minimum qualifications for a position may be eligible for employment preference. If you are an eligible non‑disabled Veteran or National Guard member, you will receive 5 percentage points. If you are an eligible disabled Veteran or National Guard member, you may receive an additional 5 percentage points, for a total of 10 percentage points.
To qualify for veterans’ or National Guard preference (non‑disabled), you must submit documentation verifying honorable service. Acceptable documentation includes a Certificate of Release or Discharge from Active Duty (DD214/DD215) for Veterans, or an NGB Form 22 or NGB Form 22A for National Guard members reflecting honorable service. To qualify for additional preference as a disabled Veteran or National Guard member, you must submit the applicable service documentation listed above and an employment preference or eligibility letter from the United States Department of Veterans Affairs.
Veterans’ and National Guard preference cannot be awarded without the required documentation. All documentation must be submitted prior to the closing date of the recruitment. Documentation may be uploaded with your application or sent to the City of Bend Human Resources Department.
