About the Municipal Court
The Municipal Court serves as the judicial branch of the City of Bend, handling violations such as traffic tickets, parking citations, and other city‑level offenses. Judicial functions are carried out by Presiding Judge Erin Zemper, who is appointed by the City Council.

If you want to appeal a Bend Municipal Court judgment, you must either:
- Seek legal advice, or
- Research and file the paperwork on your own
Because the Bend Municipal Court is not a court of record, all appeals are filed with the Deschutes County Circuit Court, which charges its own filing fees.
