Automatic Payment (Bank Draft) Authorization
The City offers the ability to have your Water Services bill(s) automatically deducted from a checking or savings account. It is easy, and it saves you time and money. There is no longer a need to write a check and send it to the City. You will still receive your regular monthly Water Services bill, indicating the amount to be drafted from your bank account. Bank-draft dates vary. For your specific bank draft date, please call Water Services Billing Customer Service at (541) 388-5515. It can take up to two months for your automatic deduction to begin.
Landlord Agreement
Landlord Agreements revert Water Services billing back to the property owner until an account is opened in the name of a tenant. For questions about landlord agreements, please call (541) 388-5515.
Winter Quarter Average (WQA) Adjustment/Appeals
Requests for Winter Quarter Average (WQA) appeals may be made by contacting City of Bend Water Services Billing and Customer Service Department at (541) 388-5515 or by completing the WQA Adjustment/Appeal Request Form and submitting it with required documentation and within 120 days from bill date where WQA change occurred, as outlined in the WQA Adjustment/ Appeal Process instructions.

Leak Adjustment Request
Requests for water Leak Adjustments may be made following the repair of a leak. Customers must make reasonable efforts to locate the leak and initiate repairs within 30 days of the City’s notification or following a noticed increase of usage appearing on monthly bills. The account may qualify for a billing adjustment after a review of the account concludes that a leak existed and that the leak had a negative impact on the amount billed.
Transportation Fee Appeal
The person responsible for the Transportation Fee (typically the utility account holder) may file a Transportation Fee Appeal, to review whether the amount charged is correct.
An appeal or review may be conducted based on:
- Incorrect customer class assignment (residential instead of business, etc.),
- Incorrect bin assignment (for example: Bin 4 instead of Bin 2, based on business use, or business is in Central Business District or Old Mill District but qualifies for a lesser bin rate based on business use),
- If there is an error in the square footage calculation for nonresidential accounts,
- If the non-residential property is temporarily unoccupied (thus qualifying for the Bin 1 rate, rather than a higher rate), or
- The parcel exists in its natural unimproved condition and is not connected to the City’s stormwater, sewer, or water system.
