Franklin Avenue
PHASE 2 UPDATE – Due to Weather, Paving Work is Rescheduled to Sept. 8-9
Traffic closure dates for paving have been changed to the following:

- Tuesday, Sept. 8 – Paving on South side of Franklin Avenue from Fourth Street to Eighth Street
Requires eastbound traffic closure (7 a.m. to 7 p.m.) - Wednesday, Sept. 9 – Paving North side of Franklin Avenue from Fourth Street to Eighth Street
Requires westbound traffic closure (7 a.m. to 7 p.m.)
- Tuesday, Sept. 8 – Paving on South side of Franklin Avenue from Fourth Street to Eighth Street
A detour will be in place on NE Third Street, Greenwood Avenue, and NE Eighth Street.
Franklin Undercrossing Temporary Closure begins Sept. 14
Starting Monday, Sept. 14, the Franklin Avenue undercrossing from Harriman Street to First Street will close to vehicles until the end of May, temporarily reopening from Thanksgiving Day through New Year’s Day. This temporary closure will allow crews to continue construction of stormwater and transportation improvements, as well as new retaining walls at the undercrossing.
Detour routes include Third Street, Greenwood Avenue and Wall and Bond streets. Olney Avenue and Colorado Avenue will also be fully accessible during the undercrossing closure. Two-way traffic will resume on Franklin Avenue between First and Fourth streets before September 14.

Franklin Avenue – Harriman Avenue to Fourth Street
As part of the Midtown Crossings Project, final design details have been confirmed for NE Franklin Avenue from Harriman Street to NE Fourth Street to reduce conflict points and calm traffic to improve safety for all. To increase efficiency and reduce cost, replacement of aging waterlines and installing new stormwater dry-wells to reduce flooding, will also be completed during construction.

WESTBOUND LANE CLOSURE CONTINUES
Work continues on Franklin Avenue from First Street to Fourth Street with stormwater upgrades, construction of curbs, bike lanes and sidewalks.
Impacts will vary throughout the project area during construction.
- TEMPORARY WESTBOUND CLOSURE: Franklin Avenue from Second Street to Third Street, eastbound only access
August 3 through early September - TEMPORARY EASTBOUND CLOSURE: Franklin Avenue from Third Street to Fourth Street, westbound only access
Starts Monday, August 17, expected to be removed by September 14
With both closures in place on Franklin Avenue during this time no through traffic at Third Street will be allowed. Vehicles must turn left or right on Third Street.

What to expect during construction
- For your safety, please stay out of the construction areas
- Plan ahead and allow extra travel time when in the area
- Traffic will change frequently
- Multiple work areas and one-way closures
- Access to businesses will remain open throughout construction
- Emergency response access will be maintained at all times
FUTURE PHASES – UNDERCROSSING CLOSURE
- SEPTEMBER 14 – work will move west from First Street to Hill Street. This will require a full closure of Franklin Avenue. Detour routes will include Greenwood, Olney or Colorado avenues.
- HOLIDAY – The undercrossing will reopen temporarily from Thanksgiving Day through New Years Day.
- JANUARY – work will resume with full closure of Franklin Avenue from Harriman Street to First Street.
- One side of the undercrossing sidewalk/path will remain open at all times for pedestrians and bikes.
- COMPLETION is anticipated in June 2027

Franklin Avenue – Fourth Street to Eighth Street
Construction is complete on this segment of Franklin Avenue, until crews return in late summer or fall 2026 to finish landscaping and pavement resurfacing of the roadway. To increase efficiency, the paving will be performed when the final paving work between Third Street and Fourth Street is completed. To increase efficiency, NE Franklin Avenue, between Fifth and Eighth streets, a portion of the Bend Bikeway Project was constructed as part of the Midtown Crossings Project. Work continues for NE Franklin Avenue from Harriman Street to Fifth Street.
