Franklin Undercrossing Temporary Closure for Construction
Franklin Avenue undercrossing from Harriman Street to First Street is closed to vehicles, temporarily reopening for the holidays from the afternoon of November 20 through January 3, 2027. The underpass closure allows crews to continue construction of stormwater and transportation improvements, as well as new retaining walls at the undercrossing.
Detour routes include Third Street, Greenwood Avenue and Wall and Bond streets. Olney Avenue and Colorado Avenue will also be fully accessible during the undercrossing closure.

Franklin Avenue – Harriman Avenue to Fourth Street
As part of the Midtown Crossings Project, final design details have been confirmed for NE Franklin Avenue from Harriman Street to NE Fourth Street to reduce conflict points and calm traffic to improve safety for all. To increase efficiency and reduce cost, replacement of aging waterlines and installing new stormwater dry-wells to reduce flooding, will also be completed during construction.
Franklin Undercrossing Temporary Closure
The Franklin Avenue undercrossing from Harriman Street to First Street is temporarily closed to vehicles until the end of May, with a temporary holiday reopening from November 20 through January 3, 2027.
Work continues on Franklin Avenue from First Street to Fourth Street with stormwater upgrades, construction of curbs, bike lanes and sidewalks.

What to expect during construction
- For your safety, please stay out of the construction areas
- Plan ahead and allow extra travel time when in the area
- Traffic will change frequently
- Multiple work areas and one-way closures
- Access to businesses will remain open throughout construction
- Emergency response access will be maintained at all times
FUTURE PHASES – UNDERCROSSING CLOSURE
- HOLIDAY TEMPORARY OPENING – The undercrossing will reopen temporarily from November 20 through January 3, 2027.
- JANUARY 4, 2027 – work will resume with full closure of Franklin Avenue from Harriman Street to First Street.
- One side of the undercrossing sidewalk/path will remain open at all times for pedestrians and bikes.
- Project Completion is anticipated May 31, 2027.

Franklin Avenue – Fourth Street to Eighth Street
Construction is complete on this segment of Franklin Avenue. Crews returned in fall 2026 to finish landscaping and pavement resurfacing of the roadway. To increase efficiency, the paving will be performed when the final paving work between Third Street and Fourth Street is completed. Additional background information for Franklin Avenue between Fifth and Eighth streets is available on the Bend Bikeway Project website.

To increase efficiency, NE Franklin Avenue, between Fifth and Eighth streets, a portion of the Bend Bikeway Project was constructed as part of the Midtown Crossings Project. Work continues for NE Franklin Avenue from Harriman Street to Fifth Street.
