Franklin Avenue – Harriman Avenue to Fourth Street
As part of the Midtown Crossings Project, final design details have been confirmed for NE Franklin Avenue from Harriman Street to NE Fourth Street to reduce conflict points and calm traffic to improve safety for all. To increase efficiency and reduce cost, replacement of aging waterlines and installing new stormwater dry-wells to reduce flooding, will also be completed during construction.

PHASE 2 – UPDATE – WESTBOUND LANE CLOSURE BEGINS JULY 6
Work continues on Franklin Avenue from First Street to Fourth Street as waterline work continues, full reconstruction of the street begins, and traffic signal improvements are completed. Impacts will vary throughout the project area during construction.
- TEMPORARY WESTBOUND CLOSURE: Franklin Avenue from Third Street to Fourth Street
- DATE: July 6 for approximately one month
- EASTBOUND ONLY ACCESS: Beginning July 6
- DETOUR: Detour includes Eighth Street, Greenwood Avenue, and Third Street

- WORK ALSO CONTINUES: Franklin Avenue from First Street to Third Street
- Crews will focus on one-to-two block sections at a time
- Daytime work and occasional night work
- Lane closures and occasional flagging
- TRAFFIC PATTERNS: Traffic patterns will change frequently through August
- AUGUST-SEPTEMBER: Expect additional changes to traffic patterns, closures, and detours through early September. Check back on this website for updates or sign up to receive the Weekly Road Report at bendoregon.gov/traffic.
What to expect during construction
- For your safety, please stay out of the construction areas
- Plan ahead and allow extra travel time when in the area
- Traffic will change frequently
- Multiple work areas and one-way closures
- Access to businesses will remain open throughout construction
- Emergency response access will be maintained at all times
FUTURE PHASES – UNDERCROSSING CLOSURE
- SEPTEMBER – work will move west from First Street to Hill Street. This will require a full closure of Franklin Avenue. Detour routes will include Greenwood, Olney or Colorado avenues.
- HOLIDAY – The undercrossing will reopen temporarily from Thanksgiving Day through New Years Day.
- JANUARY – work will resume with full closure of Franklin Avenue from Harriman Street to First Street.
- One side of the undercrossing sidewalk/path will remain open at all times for pedestrians and bikes.
- COMPLETION is anticipated in June 2027

Franklin Avenue – Fourth Street to Eighth Street
Construction is complete on this segment of Franklin Avenue, until crews return in late summer or fall 2026 to finish landscaping and pavement resurfacing of the roadway. To increase efficiency, the paving will be performed when the final paving work between Third Street and Fourth Street is completed. To increase efficiency, NE Franklin Avenue, between Fifth and Eighth streets, a portion of the Bend Bikeway Project was constructed as part of the Midtown Crossings Project. Work continues for NE Franklin Avenue from Harriman Street to Fifth Street.
