Franklin Avenue
The NE Franklin Avenue Corridor Project will reduce conflict points and calm traffic to improve safety for all users, and also replaces aging waterlines and stormwater infrastructure during construction.
Franklin Avenue – Harriman Avenue to Fourth Street
As part of the Midtown Crossings Project, final design details continue for NE Franklin Avenue from Harriman Street to NE Fourth Street to reduce conflict points and calm traffic to improve safety for all. To increase efficiency and reduce cost, replacement of aging waterlines will also be completed during construction.
Phase 1 – NIGHT WORK – From May 18 through Mid-June
Work on Franklin Avenue from First Street to Fourth Street is focused on replacing aging water pipes. Phase 1 work will be completed at night to minimize traffic impacts.
- WORK AREA: Franklin Avenue from First Street to Fourth Street
- START DATE: May 18
- TIME: Night work only, 7 p.m. -7 a.m.
- TWO-WAY ACCESS: lane closures and occasional flagging, but traffic will be open in both directions, including on Franklin Avenue, Fourth, Third, Second and First streets.
Phase 2 – DAY WORK – Begins June 15, 2026
Day work begins on Franklin Avenue from First Street to Fourth Street as waterline work continues and full reconstruction of the street begins. Impacts will vary throughout the project area during construction. (See list below.)

WESTBOUND CLOSURE: Franklin Avenue from Third Street to Fourth Street
- WORK AREA: Franklin Avenue from Third Street to Fourth Street
- START DATE: As early as June 15 – July 31
- TIME: Daytime work 7 a.m. – 6:30 p.m.
- EASTBOUND ONLY ACCESS: Beginning as early as June 15
- DETOUR: Detour includes Ninth Street, Greenwood Avenue, and Third Street
LANE CLOSURE: Franklin Avenue from First Street to Third Street
- Lane closures and occasional flagging, but traffic will be open in both directions.
OCCASIONAL NIGHT WORK: Third Street near Franklin intersection
- Occasional Night Work with lane closures and periodic flagging, but traffic will be open in both directions.
What to expect during construction
- For your safety, please stay out of the construction areas
- Plan ahead and allow extra travel time when in the area
- Traffic will change frequently
- Multiple work areas and one-way closures
- Access to businesses will remain open throughout construction
- Emergency response access will be maintained at all times
FUTURE PHASES
- JUNE – complete street rebuilding from First Street to Fourth Street with traffic signal improvements at Third Street. This will require one-way lane closures beginning with Third Street to Fourth Street.
- SEPTEMBER – work will move west from First Street to Hill Street. This will require a full closure of Franklin Avenue. Detour routes will include Greenwood, Olney or Colorado avenues.
- The undercrossing will reopen temporarily from Thanksgiving Day through New Years Day.
- JANUARY – work will resume with full closure of Franklin Avenue from Harriman Street to First Street.
- One side of the undercrossing path will remain open at all times for pedestrians and bikes.

Franklin Avenue – Fourth Street to Eighth Street
Construction is complete on this segment for the season. Crews will return in spring 2026 to finish landscaping as well as potential pavement resurfacing of the road. Additional background information for Franklin Avenue between Fifth and Eighth streets is available on the Bend Bikeway Project website.
Note: dates are estimates and subject to change.
To increase efficiency, NE Franklin Avenue, between Fifth and Eighth streets, a portion of the Bend Bikeway Project was constructed as part of the Midtown Crossings Project. Work continues for NE Franklin Avenue from Harriman Street to Fifth Street.
