The City of Bend is committed to keeping our water clean and safe. Our Integrated Stormwater Management Plan tackles stormwater pollution and protects our water resources.
We have a detailed plan to manage stormwater quality and reduce pollution. This plan, known as the Integrated Stormwater Management Plan, focuses specifically on stormwater quality requirements from the Oregon Department of Environmental Quality. (It is separate from the Stormwater Master Plan, which inventories and assesses the stormwater facilities and outlines an approach to stormwater infrastructure over a 20-year period.)
The Integrated Stormwater Management Plan aims to meet federal clean water requirements for both the Deschutes River and groundwater in Bend, to protect our water resources. The Integrated Stormwater Management Plan includes several important components required by federal law as part of the National Pollutant Discharge Elimination System Phase II Stormwater Permit. These components describe actions to keep the public informed and involved, reduce pollutants from homes and businesses entering the storm drain system, improve municipal operations, and lessen the impacts of development on water quality. Additionally, the plan addresses drinking water protection areas and underground injection controls – the piped system to the river and landscape facilities.
The City created a new Integrated Stormwater Management Plan in 2023 to cover stormwater quality activities through 2026. The plan was accepted by the Oregon Department of Environmental Quality for its Water Pollution Control Facility permit for underground injection controls and the National Pollutant Discharge Elimination System Phase II Stormwater permit.
