Greenwood Avenue (Wall Street to Second Street)
The City of Bend is working to make Greenwood Avenue safer for everyone who travels on this road.
This busy route between Wall Street and Second Street, connects Bend’s west side, downtown and core area. Historically, traveling along Greenwood Avenue was difficult for people walking, biking or rolling (using a wheelchair or other mobility device).
In Agosto 2024, the first phase of this project implemented a “quick-build” model to create safer travel for people walking, biking and driving. These surface improvements include:
- Reducing the travel lanes from four to two, with a center turn lane at key intersections
- Adding new bike lanes,
- Painting marked crosswalks and clear lane line markers.
Between Septiembre 2024 and junio 2025, we collected public feedback and conducted three traffic studies. The traffic data looked promising, however, public sentiment was substantially negative. We also heard significant and understandable traffic-related frustration from the public. We believe a key factor in these traffic delays are the result of street closures on Olney Avenue and other construction projects near Greenwood Avenue.
A decision will be made on the future configuration of Greenwood Avenue once Olney Avenue has fully reopened. The quick-build configuration on Greenwood Avenue will remain in place for the time being. City Council will determine the next steps for this project. For now, the quick build configuration will remain in place.
NOTE: We have heard from several people that the portion of Greenwood between Second and Fourth (outside of the quick-build project area) feels unsafe for people on bikes. The intersection of Third Street and Greenwood Avenue is where the city street turn into Highway 20. This means it is under ODOT control, and they must be involved in any improvements. The City is working to coordinate future changes on this portion of Greenwood.

The pilot project includes:
- Painted curb extensions and new safer protected crosswalks with a median island. (Reduces crashes with pedestrians by 31%.)
- Buffered bike lane. (Reduces crashes with bikes by 47%.)
- Reduction of travel lanes for cars to one in each direction with a dedicated left turn lane. (Reduces crashes by 29%.)
- Accessible ADA parking spaces.
- Safer, wider, buffered parking on the south side of Greenwood Avenue.
- New crosswalks to access parking on side streets.
