A relationship of trust and confidence between members of the police department and the community they serve is essential for effective law enforcement. Police officers must be free to exercise their best judgment and initiate enforcement action reasonably, without fear of reprisal. So too, police officers have a special obligation to respect the rights of all persons.
The City of Bend Police Department acknowledges its responsibility to provide a just and fair investigation of a community member complaint of alleged misconduct of its department members.
