Creating a common vision and implementation plan for Bend’s core areas by combining tools, incentives, and programs such as Tax Increment Financing (TIF).

Between 2019-2020, the City and Bend Urban Renewal Agency worked with the community to create a common vision and action plan for the Core Areas of the City. The Core Area includes four of the City’s nine opportunity areas, areas suitable for new growth, identified in the 2016 Comprehensive Plan update including:
- Distrito Central de Bend
- East Downtown
- Inner Highway 20 / Greenwood
- KorPine
What did this project do?
This project resulted in the adoption of a new Core Area Tax Increment Finance (TIF) Plan & Report, as well as City Council adoption of the Core Area Report which identifies subsequent actions that the City should consider to implement the vision for the area. What was the process?
The City of Bend looked at an original study area to conduct an Urban Renewal feasibility analysis and led a community process to identify a recommended boundary for a potential Urban Renewal/TIF District and identify other actions needed to implement the vision for the area.
The Urban Renewal Advisory Board (URAB) was appointed as a citizen advisory committee to provide recommendations to the Bend Urban Renewal Agency on the development of an Urban Renewal Feasibility Study for the area to accomplish the goals and policies outlined in the Bend Comprehensive Plan.
Transportation improvement needs in the Core Areas were also incorporated into the Bend Transportation System Plan (TSP) update in 2020 building from work that was completed as part of the City’s 2014 Bend Central District Multi-Modal Mixed Use Area (MMA) Plan.
