Southeast Area Pump Station Project

The Southeast Area Plan (SEAP) is a comprehensive land use master plan, approved by Bend City Council, which details all planning and zoning elements for a large region of land southeast of Bend (Southeast Expansion Area). This plan was adopted by City Council in 2021 and as a result, the area was added to the Bend Urban Growth Boundary (UGB) to facilitate further growth as a city. If your property is within the Urban Growth Boundary and the Southeast Area Plan boundary, but currently outside of the Bend city limits, it may be eligible for annexation if contiguous to the City limits.

The Urban Growth Boundary (UGB) is the extent of which the City of Bend is allowed to expand to and thus the boundary in which the City will service public infrastructure upon annexation. The UGB helps to prevent urban sprawl and incentivize more dense and efficient development. The Southeast Area Plan Pump Station Project (“Project”) exists in part to facilitate future growth within the City by establishing sewer infrastructure in the area.

Annexation is the process by which properties are incorporated into the Bend City Limits as they develop into residential, commercial, or industrial districts. A property must be adjacent to existing City Limits to apply for annexation. An annexation application along with a proposal for development must be submitted for review by the City of Bend. Once reviewed, a City Council hearing will be held followed by the adoption of an ordinance formally annexing the property into City Limits. The project will be funded by SDCs (System Development Charges) for residential, industrial, and commercial development, sewer rates, or other sewer funding as outlined in the Capital Improvement Plan.

The City of Bend can only provide sewer service to those lots within City limits upon annexation. For new development, sewer connection is required. For existing development, the City of Bend requires connection to sewer if a property has legally available public sewer along its frontage, and is triggered by criteria outlined in Bend Code Title 15.10. Costs could include System Development Charges (SDC), which are a one-time fee when property is developed or changed in conjunction with building permits being issued. Fees are based on the size and type of development for an existing parcel of land. These fees are calculated by multiplying a fee for one residential unit. This fee is called an equivalent dwelling unit (EDU), and industrial, commercial, and residential zones will have different fees based on how many EDUs they contain. Gravity sewer relies on the process of gravity conveying wastewater from a higher elevation to a lower one, whereas pressure sewer requires a pump to pressurize and move wastewater to a location regardless of elevation. Gravity sewer is typically more expensive to install but generally has lower operations and maintenance impacts than pressure sewer.

Funding may become available as the project enters the design and construction phases and costs are continually refined. If this is the case, the City will use excess funds to install tributary sewers that will serve additional properties in the area. City staff will seek Council direction on how to prioritize any remaining funding.

City Council authorization of the Progressive-Design-Build contract occurred in junio 2023. Construction is expected to be complete in Fall 2025.

The alternative delivery method known as Progressive Design-Build includes selecting the contractor and engineer simultaneously. That means some of the design will overlap with portions of construction throughout the project.
